About the role

In this role, you will support U.S. and allied government efforts to disrupt threat networks through counter threat finance operations. Your work will directly contribute to national defense and global stability by identifying and disrupting illicit financial networks that fund terrorism, counter narcotics operations, organized crime, and state-based threats.

You will collaborate with experts and government partners, tracking money flows, conducting deep-dive analysis on high-value targets, and briefing senior leaders to support operational success and national defense priorities.

Responsibilities

  • Support Threat Finance Intelligence (TFI) analysis and facilitate Intel Agencies and other DoD Counter Threat Finance (CTF) activities throughout the Customer Area of Responsibility (AOR).
  • Support law enforcement agencies in alignment with Intel Customer and DoD priorities.
  • Collaborate with multiple U.S. Government (USG) law enforcement agencies and U.S. military organizations.
  • Provide intelligence analysis services pursuant to 10 U.S.C. 284 and Section 1022 of the NDAA for FY 2004, as amended.
  • Deliver CTF/TFI analysis contributing to DoD strategic, operational, and tactical support to law enforcement agencies, including the development of theater-wide TFI analytical products.
  • Enable identification, detection, targeting, and interdiction recommendations for Counter-Drug (CD), Counter-Transnational Organized Crime (CTOC), and CT activities, including research and analysis of AOR issues relevant to strategic effects planning.
  • Support planning, organizing, and coordinating CTF activities in respective Combatant Command (CCMD) AORs/Areas of Interest (AOIs) and other DoD Components’ efforts to support law enforcement agencies.
  • Draft correspondence and briefings for DoD and USG law enforcement agency personnel to meet DoD CTF program reporting requirements.
  • Monitor and provide CTF/TFI-related advice on finance-oriented assessments that contribute to DoD’s support for law enforcement agencies’ development of case files, evidentiary material, and designation packages, including actionable intelligence.
  • Analyze, develop courses of action, and provide operational alternatives to DoD Component leadership in response to law enforcement agencies’ requests.
  • Provide briefings to DoD Component leadership and analytical products to support DoD briefings to law enforcement agency personnel.
  • Assist in developing TFI analysis-derived action plans, papers, reports, and target packages, including:
    • Action Plans: Narrative and/or briefing products describing strategic, operational, and/or tactical objectives against an adversary's financial network, interagency operations, intelligence analysis activities, and synchronization with military operations.
    • Papers: Narrative products highlighting an adversary's financial network, vulnerabilities, and interagency capabilities to exploit those vulnerabilities.
    • Reports: Narrative and/or briefing products providing updates on operations, lessons learned, and summaries of ongoing activities or intelligence analysis support.
    • Target Packages: Combinations of narrative and/or briefing products describing specific targets, their significance, vulnerabilities, potential impact of disruption, and community reporting (used in the law enforcement sense).
  • Provide program and policy support, including:
    • Support for CTF-focused conferences, including planning, execution, and follow-on activities.
    • Drafting guidance and providing expertise on implementing DoD CD/CTOC/CTF policy and supporting law enforcement agencies’ programs.
    • Assisting in the development of strategic documents, DoD Directives and Instructions, and other policy issuances related to counter-threat finance challenges.
    • Supporting DoD’s collaboration with law enforcement, intelligence communities, and other Federal departments and agencies on CTF/CTOC/CD/CT issues.
    • Analyzing complex strategic, policy, and program issues to support DoD components in their efforts to assist law enforcement agencies.
  • Receive and analyze TFI information disseminated by DoD Components or elements of the Intelligence Community, including Top Secret/Sensitive Compartmented Information (TS/SCI).

Requirements

  • High school graduate or G.E.D. with seven (7) years of specialized experience, or five (5) years with a bachelor’s degree.
  • Valid/active Top Secret/SCI Government Security Clearance. Note: U.S. Citizenship is required to maintain this clearance.
  • Finance-specific analytical experience in identifying, detecting, targeting, and interdicting threat, terrorist, and/or criminal finance activities and networks. Experience may include CTF, human intelligence, signals reporting, criminal and regulatory investigations, designation cases, and familiarity with Bank Secrecy Act reporting mechanisms such as Suspicious Activity Reports (SAR).
  • Competency in utilizing specialized intelligence analysis tools (e.g., Proton, KaChing, DataXplorer, Voltron Suite).
  • Competency in utilizing intelligence report aggregators/automated message handling system search tools (e.g., TAC, RMT, NGT, Horizon).
  • Competency in utilizing intelligence data visualization tools (e.g., Google Earth, Palantir, Analyst Notebook, Target Cop).
  • Proficiency in Microsoft Office suite applications.
  • Proficiency in exploiting raw financial data, business registry, and corporate company data using existing and new analytical tools.
  • Knowledge of interagency threat finance cells.
  • Skill in implementing and utilizing best practices, proper tradecraft, and determining the relevancy of disseminated information against USG standards.
  • Experience reviewing, prioritizing, and managing submitted requests.
  • Understanding of interagency restrictions and sensitivities on sharing certain types of data, as well as the steps necessary to share such data.
  • Understanding of relevant DoD intelligence and intelligence oversight policies, procedures, and requirements.
  • Expert-level skill in working with U.S. Government Departments and Agencies (other than DoD) in areas such as policy formulation, acquisition, finance, drug law enforcement, security, and disrupting national security threats posed by drug trafficking, piracy, transnational organized crime, and threat finance networks.

Desired Skills

  • Additional certification, such as CAMS (Certified Anti-Money Laundering Specialist) or CFE (Certified Fraud Examiner), is preferred.
  • CONUS and OCONUS travel may be required.

Pay

$100,000 - $105,000 annually.
