Cost Manager / Quantity Surveyor - Construction Management

About the role

This role will support the delivery of cost consultancy, project management, and program management services across a diverse portfolio of construction and real estate projects. The ideal candidate will have experience managing project costs throughout the full project lifecycle, partnering with clients, consultants, contractors, and project teams to drive commercial success, mitigate risks, and deliver value.

Responsibilities

• Advise clients on cost strategies, manage vendor prequalification, assess proposals, bids, and bid-leveling documents, make final recommendations, attend and chair bid interviews, and manage the appointment process.
• Manage estimating services by developing project estimates (construction, fees, direct work, and other costs), review estimations prepared by junior team members, present estimates and value engineering recommendations to clients, meet with vendors to validate costs, and utilize benchmark data from other projects.
• Manage cost reporting by establishing a reporting schedule, reviewing and presenting cost reports and forecasts, reviewing project budgets and spend forecasts with clients, developing and maintaining a commercial risk register, and hosting periodic meetings with project teams and vendors.
• Manage the cost control process by reviewing payment application assessments, liaising with project managers to recommend contractor entitlements, reviewing change order requests, and using dispute prevention/management/resolution procedures.
• Manage and monitor the invoicing process.
• Benchmark performance against other successful projects across various construction sectors.
• Manage all facets of the final accounting process, post-contract audits, and account close-outs.
• Hold post-contract reviews with clients to establish lessons learned and create training materials and best practices.
• Develop procedures governing project handover.
• Perform duties using Bid Analysis Sheets, Change Control Forms, Cost Estimating Software, and Take-off Software.
• Adhere to SOX control responsibilities where applicable.

Requirements

• Bachelor’s degree in Construction Management, Cost Management, Quantity Surveying, Engineering, or a related field.
• Minimum 3-5 years of relevant experience in a cost management role within the construction industry.
• RICS accreditation or working toward accreditation is preferred.
• Experience supporting cost management on medium or large-scale construction and capital improvement projects.
• Construction consultancy experience is strongly preferred.
• Good knowledge of construction industry technical matters, including procurement routes, value management, and value engineering.
• Strong communication and stakeholder management skills.

Pay

The base salary range for this role is $110,000–$140,000 USD. Final compensation will be determined based on experience, skills, qualifications, and internal equity.
