Cost Manager / Quantity Surveyor - Construction Management

About the role

Turner & Townsend is seeking a Cost Manager / Quantity Surveyor to join our Bay Area team. This role will support the delivery of cost consultancy, project management, and program management services across a diverse portfolio of large-scale construction, commercial real estate, advanced technology, life sciences, and infrastructure projects. The ideal candidate will have experience managing project costs throughout the full project lifecycle, partnering with clients, consultants, contractors, and project teams to drive commercial success, mitigate risks, and deliver value.

Responsibilities

• Advise clients on cost strategies, manage vendor prequalification, assess proposals and bids, perform bid leveling, make final recommendations, chair bid interviews, and manage the appointment process.
• Manage estimating services by developing project estimates (construction, fees, direct work, and other costs), review estimates prepared by junior team members, present estimates and value engineering recommendations to clients, validate costs with vendors, and benchmark against other projects.
• Manage cost reporting by establishing reporting schedules, reviewing and presenting cost reports and forecasts, maintaining a commercial risk register, and hosting periodic meetings with project teams and vendors.
• Manage the cost control process by reviewing payment applications, recommending contractor entitlements, reviewing change orders, and using dispute resolution procedures for payment requisitions and contractual disputes.
• Manage and monitor the invoicing process.
• Benchmark performance against other successful projects across construction sectors.
• Manage final accounting, post-contract audits, and account close-outs.
• Conduct post-contract reviews to create lessons-learned documents, training materials, and best practices.
• Develop procedures for project handover.
• Perform duties using Bid Analysis Sheets, Change Control Forms, Cost Estimating Software, and Take-off Software.
• Adhere to SOX control responsibilities where applicable.

Requirements

• Bachelor’s degree in Construction Management, Cost Management, Quantity Surveying, Engineering, or a related field.
• Minimum 3-5 years of relevant experience in a cost management role within the construction industry.
• RICS accreditation or progress toward it is preferred.
• Experience supporting cost management on medium or large-scale construction and capital improvement projects.
• Experience with commercial real estate, corporate workplace, life sciences, advanced technology, infrastructure, or other complex construction projects is preferred.
• Construction consultancy experience is strongly preferred.
• Good knowledge of construction industry technical matters, including procurement routes, value management, and value engineering.
• Strong communication and stakeholder management skills.

Pay

The base salary range for this role is $110K–$140K USD. Final compensation will be determined based on experience, skills, qualifications, and internal equity.
