Cost Manager / Quantity Surveyor - Construction Management

About the role
Turner & Townsend is seeking a Cost Manager / Quantity Surveyor to join our New York City team, supporting the delivery of construction cost management services across major programs and projects. Our portfolio spans commercial and corporate real estate, data centers, and other complex capital projects throughout the New York metropolitan area. The ideal candidate will bring experience delivering cost management and quantity surveying services throughout the full project lifecycle, partnering closely with clients, project teams, contractors, and key stakeholders.
Responsibilities
- Advise clients on strategies, manage prequalification of vendors, assess proposals, bids, and bid levelling documents, make final recommendations, attend and chair bid interviews, and manage the appointment process.
- Manage estimating services by developing project estimates (construction, fees, direct work, and other costs), review estimations prepared by junior team members, present estimates and value engineering recommendations to the client, and validate costs with vendors.
- Manage cost reporting by establishing a reporting schedule, reviewing and presenting cost reports and forecasts, developing and maintaining a commercial risk register, and hosting periodic meetings with the project team and vendors.
- Manage the cost control process by reviewing payment application assessments, recommending contractor entitlements, reviewing change order requests, and using dispute prevention/management/resolution procedures.
- Manage and monitor the invoicing process.
- Benchmark performance against other successful commissions.
- Manage all facets of the final accounting process, post-contract audits, and account close-outs.
- Hold post-contract reviews with the client to establish lessons learned and apply them to create training materials.
- Develop procedures governing project handover.
- Perform duties using Bid Analysis Sheets, Change Control Forms, Cost Estimating Software, and Take-off Software.
- Adhere to SOX control responsibilities where applicable.
Requirements
- Bachelor’s degree in construction management, cost management, quantity surveying, engineering, or a related field.
- Minimum 3-5 years of relevant experience in a cost management role within the construction industry.
- RICS accreditation or progress toward it is valuable.
- Experience supporting cost management on medium or large-sized construction projects.
- Construction consultancy experience is strongly preferred.
- Good knowledge of construction industry technical matters, such as procurement routes, value management, and value engineering.
- Strong communication skills.
Pay
The base salary range for this role is $110K–$140K USD. Final compensation will be determined based on experience, skills, qualifications, and internal equity.
