About the role

The Cost Estimator is responsible for estimating all elements of project cost including labor (manual and non-manual), materials, equipment, supplies, consumables, expenses, construction equipment rental and operating costs, subcontracts, and contingency. This position supports cost estimating efforts during project and proposal activities, assists in historical data analysis, and maintains historical databases. The ideal candidate will have primary experience as a cost estimator, preferably in the power/transmission field, and reside in Chattanooga, TN, with willingness to come to the office for routine team meetings. This is a hybrid/remote role.

Responsibilities

• Prepares conceptual, preliminary, and detailed cost estimates involving all components/disciplines for complex construction projects.
• Determines logical sequence of construction activities, equipment required, support activities, site-specific productivity factors, overheads, quantities, material costs, and manpower required for estimating purposes.
• Researches comparable projects, industry methods, estimating techniques, and innovations to improve accuracy, efficiency, and credibility of cost estimates.
• Monitors and evaluates estimate accuracy, adjusting methods/data to achieve desired results.
• Participates in project walk-downs, suggests productivity improvements, performs value engineering analysis, and incorporates lessons learned from previous projects.
• Critically reviews estimates prepared by others, identifying opportunities for improvement.
• Develops or revises estimating tools, implements system improvements, and manages links to other data sources.
• Operates in a teamwork environment, resolving issues with project teams and interfacing with engineering, planning, and construction personnel.
• Prepares reports such as trend analysis, comparisons, and benchmarking for presentation to project teams or management.
• Travels to corporate offices and project sites as needed.

Requirements

• Minimum of one year of work experience in cost estimating, ideally in the power/transmission field.
• High school diploma or equivalent.
• Preferred: Bachelor’s degree in a related technical field or equivalent education, training, and experience.
• Preferred: Certification by AACE (Association for the Advancement of Cost Engineering) as a Certified Cost Engineer (CCE) or Certified Cost Consultant (CCC).

Skills

• Experience with conceptual, preliminary, and detailed cost estimates.
• Experience in construction, engineering, or electrical power system environments.
• Proficiency in PC software (Word, Excel, Access, PowerPoint).
• Knowledge of cost estimating techniques and software.
• Statistical analysis and interpretation of engineering data and drawing information.
• Understanding of Engineering Economy, Value Engineering concepts, and benchmarking methods.
• General financial and accounting practices.
• Understanding of power transmission systems and construction methods.
• Knowledge of engineering and administrative procedures, policies, standards, and safety rules.
• Strong verbal and written communication skills.
