Responsibilities
- Provide cost analysis, cost review, and prepare and validate Independent Government Cost Estimates (IGCEs).
- Perform market studies and assess system/material availability and feasibility.
- Work in conjunction with the Contracting Officer and site management team to assist in determining the merit of changes, the negotiation and settlement strategy, and participate in negotiations.
- Prepare estimates for program and project budgeting and planning.
- Develop Rough Order of Magnitude (ROM) estimates targeted within ±20% of negotiated prices.
- Provide estimating support services during strategic planning, mission analysis, and project development phases.
Qualifications
- 5+ years of construction cost estimating experience.
- Bachelor's degree in Construction Management, Engineering, or related field (or equivalent experience).
- Knowledge of software including Microsoft Office, RSMeans, Timberline/Sage Estimating, and/or MII/PACES, among others.
- Ability to communicate effectively with a diverse range of individuals.
- Ability to multi-task and prioritize in a fast-paced work environment.
- Qualified applicants must be a U.S. Citizen, able to pass a background check, and able to obtain and maintain a PIV card and the required suitability determination.
- Certified Professional Estimator (CPE) or AACE certification (CEP/CCP). (Preferred)
- Government contracting experience, particularly with DHS, USSS, USACE, NAVFAC, or GSA. (Preferred)
