Cost Analyst – Mid to Senior Level

Responsibilities
- Perform a wide variety of cost and economic analyses and assist in the development and presentation of management-level briefings.
- Work as part of an integrated cost analyst team, directly interfacing with program offices to support cost estimating, life cycle cost analysis, cost risk analysis, performance measurement (earned value), project forecasting, risk assessment, and cost-benefit analysis.
- Develop parametric cost estimates, cost estimating relationships, models, and software cost estimates.
- Support strategy development, scheduling, market research, evaluation criteria development, pre-solicitation documentation review, RFP documentation, Independent Program Review documentation, cost estimates for key decision points, and trade studies.
- Prepare cost estimates and budgets for major Department of Defense (DoD) programs and commercial off-the-shelf programs.
Requirements
- Minimum of five years of experience in cost estimating, including knowledge of learning curves, inflation, regression, Operations & Support estimating, statistics, and cost estimating principles/DoD acquisition policies.
- Working knowledge of the DoD acquisition and project management process.
- Ability to gather and analyze technical, programmatic, schedule, labor, and cost data to develop various types of cost estimates.
- Experience performing detailed and complex calculations, formulating and applying mathematical modeling, and interpreting information to assist management with decision-making.
- Ability to identify and quantify cost factors such as production time, materials, and labor expenses.
- Proficiency in using computer software to calculate estimates and develop Independent Government Cost Estimates (IGCEs) and other cost-related data reports.
- Excellent verbal, written, and quantitative analytical skills.
- Proficiency in Microsoft Office applications (Word, PowerPoint, Excel).
- Ability to work independently and in a team environment.
- Working knowledge of ACEIT (www.aceit.com) is highly desirable.
- Program Office experience is preferred.
Qualifications
Bachelor’s degree required, preferably in math, engineering, business, or the sciences.
