Corridor Project Manager - Choose How You Move

About the role

The Choose How You Move (CHYM) Corridor Project Manager is a member of the Mayor's Office CHYM team and directs, guides, and coordinates planning, design, and construction activities for an All-Access Corridor (AAC) within the CHYM program. An All-Access Corridor transforms a street to support high-capacity transit—such as bus rapid transit (BRT)—through interdepartmental coordination that connects seamlessly with neighborhood transportation options. The CHYM Corridor Project Manager ensures project phases and components are collaborative and delivered in accordance with established CHYM processes and standards as well as any applicable local or federal funding program requirements.

This position develops and facilitates cross-departmental working groups and partnerships to drive project implementation. The CHYM Corridor Project Manager reports to the CHYM Deputy Chief Program Officer and does not have supervisory responsibilities for any direct reports.

CHYM, approved by 66% of voters in 2024, is Mayor O’Connell’s transportation improvement program and the largest capital program in geographic scope and scale in Nashville’s history. The $3.1 billion program includes:

• Installation of smart signals at nearly 600 intersections
• 24/7/365 transit service
• 54 miles of All-Access Corridors featuring high-capacity bus transit with more frequent, reliable, and accessible service
• 86 miles of sidewalks to complete the WalkNBike Nashville priority sidewalk network
• Safety improvements on 78 miles of the Vision Zero High-Injury Network

Responsibilities

• Serves as Corridor Project Manager for an All-Access Corridor, including Federal Transit Administration (FTA) Capital Investment Grant Program projects from conceptual planning through construction closeout. As the CHYM program matures, phases may transition to additional project managers.
• Supports other CHYM-related capital projects, including complete streets, sidewalks, and safety improvements.
• Develops and executes collaborative processes with Metro departments (Nashville Department of Transportation, WeGo Public Transit, Planning, and others) and the Tennessee Department of Transportation to coordinate, evaluate, and approve project decisions.
• Learns existing departmental processes for project delivery and guides modifications to expedite CHYM project delivery without sacrificing collaboration and robust engagement.
• Reviews past plans and program documents and consults staff to understand project context.
• Develops project scopes, work plans, and schedules in accordance with funding and delivery constraints. Ensures project deliverables and timetables are met on time and within budget.
• Monitors conformance and expenditure control across project phases. Analyzes and approves change orders in compliance with procurement standards.
• Recommends delivery methods and sequencing of program multimodal transportation improvements. Advises on other capital projects that impact CHYM investments to ensure resource efficiency, limited disruptions, and futureproofing.
• Prepares project status reports, schedules, and budget summaries for leadership.
• Communicates on behalf of the project and program to internal and external stakeholders, including departmental leadership, elected officials, and the public.
• Collaborates with communications and engagement staff to ensure community input addresses anticipated challenges to CHYM project implementation.
• Manages agreements and Council authorizations for various project phases.
• Provides oversight of third-party program management vendors, staff, consultants, and contractors, guiding deliverables, timelines, and project reviews.

Requirements

Bachelor's degree in engineering, urban studies, geography, planning, architecture, construction management, business administration, public administration, or a closely related field from an accredited college or university; and at least ten (10) years of experience leading people and complex infrastructure projects, demonstrating skills in coordinating and monitoring the work of project teams, staff, and consultants; or an equivalent combination of education and experience.

Per Metro Ordinance No. SO94-1078, all employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents within six (6) months of employment.

Skills

• Extensive knowledge of principles and practices of transit operations and transit capital project planning and delivery. Knowledge of application within a bus system preferred.
• Knowledge of regional transportation systems, multimodal transportation networks, or urban design.
• Knowledge of federal, state, and local funding sources and ability to learn FTA Capital Investment Grants program.
• Knowledge of project management tools, practices, and principles.
• Ability to learn project management systems, develop master schedules and workflows, and adjust to evolving technical systems.
• Excellent verbal and written communication skills, including writing concisely and presenting to large groups.
• Strong organization and time management skills, with the ability to manage multiple tasks.
• Experience working in a matrix environment and overseeing large consulting teams.
• Skills in budget development and management.
• Ability to communicate clearly with diverse audiences to build consensus and maintain effective working relationships with stakeholders.
