Corrections Captain (RCMC)

Responsibilities

• Staff Schedule Management: Develop, maintain, and coordinate staff schedules, ensuring adequate coverage for all shifts and departments.
• Manage vacation requests, training schedules, mentorship programs, and on-the-job training (OJT) for staff.
• Provide essential support and backup to the Disciplinary Hearing Officer, assisting with disciplinary hearings, investigations, and ensuring due process is followed.
• Design, implement, and oversee a Field Training Officer (FTO) program for new staff members. Ensure comprehensive training, assessment, and mentorship to facilitate their successful integration into the facility.
• Manage the bid posting process for staff rotations, promotions, and reassignments, adhering to facility policies and union agreements.
• Supervise and lead various staff members across different departments, ensuring their adherence to facility policies, safety protocols, and effective performance.
• Support offenders by addressing their needs that arise during daily living in a correctional facility. Support staff in providing guidance and supervision of corrections professionals working on a housing unit.
• Oversee the accurate and efficient use of the Timekeeping System for staff under your direct supervision, ensuring timely and accurate submission of attendance records.
• Provide guidance, mentorship, and disciplinary action as needed for staff under your direct supervision, promoting a positive and productive work environment.
• Participate in duty officer rotations, ensuring that facility operations are maintained at all times, and responding to emergencies and incidents as required.
• Prepare and present weekly operational reports to the Associate Warden of Operations, highlighting key achievements, challenges, and areas of improvement.
• Participate in weekly Multi-Disciplinary Team meetings, addressing facility needs such as inmate work assignments, clinical services concerns, and security concerns.
• Participate in use of force reviews, policy reviews, and submit major incident reports as needed.

Requirements

• Successfully pass all modules of the South Dakota Department of Corrections Basic Training, to include English reading comprehension, relevant competency assessments and written/practical exams in Defensive Tactics and firearms/armed transport curriculum.
• Possess the physical ability to successfully complete Defensive Tactics.
• Lift arms above head and kick as high as own waist.
• Stabilize another person to accomplish a controlled take down.
• Use arms, palms of hands, shins, and feet to deliver blows.
• Rotate body 90 degrees with feet planted for striking with foot or using a defensive tactic.
• Get down on one or both knees and up again with multiple repetitions.
• Will be exposed to Oleoresin Capsicum during Basic Training and will be exposed while on assignment.
• Must be able to see and hear in order to observe, address and respond to potential breaches in safety and security.
• Seize, hold, control or subdue violent or assaultive persons and defend oneself or others to prevent injury.
• Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently.
• Work in situations involving assaultive behavior, physical control of another person and/or restraint situations.
• Deal with individuals with a range of moods and behaviors, utilizing tactfulness and a congenial, personable manner.
• Work with people of the opposite sex, diverse racial ethnic groups, mentally ill and emotionally disturbed offenders.
• Communicate by talking, listening and/or signaling people to convey or exchange information, assignments.
• Work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings.
• Willing and able to travel.
• Willing and able to work various shifts, days, afternoons, graveyards (nights) which includes a rotating shift schedule.
• TB (tuberculosis) screening is required of all new employees upon hire.

Qualifications

• Bachelor's degree in Criminal Justice, Corrections, or a related field.
• Minimum of 5 years of experience in corrections, with 3 years in a supervisory or leadership role.
• Knowledge of human resources principles, procedures, and systems sufficient to manage and maintain a harmonious labor relations environment in accordance with state policy/procedure and affirmative action/equal opportunity policies.
• Excellent written and oral communication skills to relay sensitive information to staff, the public, law enforcement agencies, attorneys, offenders, and other state agencies and to elicit cooperation from staff and offenders to resolve difficult and potentially dangerous situations affecting the safety and security of offenders, staff, and the public.
• Human relations and conflict resolution skills sufficient to effectively solve problems in a manner that is sensitive to organizational structures, cultures, as well as the needs of groups and individuals.
• Strong understanding of correctional facility operations and regulations.
• Proficiency in MS Office Suite and timekeeping systems.
• Demonstrated ability to make sound decisions under pressure and in emergency situations.
• Knowledge of methods, procedures, and practices of controlling and supervising inmates confined to a correctional institution.
• Modern management principles and practices, particularly those related to personnel.
• Investigative methods and techniques.
• Custody and security requirements and resources needed to provide them.
• Effective methods of supervision.
• Appropriate use of physical force.

Skills

• Ability to supervise all operations and programs of a correctional institution as the officer-in-charge of a unit.
• Establish and maintain effective working relationships with inmates, subordinate employees, and representatives of public and private agencies.
• Effectively analyze situations and exercise judgement and discretion in establishing, applying, and interpreting departmental policies and institution operations memoranda and procedures.
