Correctional Training Instructor Open to State of Delaware Dept of Correction Employees Only

About the Role

A class incumbent provides critical training services to support the mission of the Department of Correction (DOC) by developing, delivering, and evaluating all curriculums delivered by the Training Academy. The role ensures the quality, consistency, integration, and compliance of training—including evidence-based programs—with all regulatory, certification, and accreditation standards.

Responsibilities

• Develop, implement, and evaluate DOC training, development, informational, and/or educational programs, courses, curricula, training resources, lesson plans, materials, and visual aids.
• Directly present Training Academy courses such as CEIT and BOTC, including inmate supervision, control tactics, report writing, case processing, and relevant laws, rules, and regulations (e.g., search and seizure).
• Train, supervise, and act as a role model on maintaining discipline and security within Correctional Institutions, Probation and Parole District Offices, and the community.
• Develop specific skill sets in staff to prepare them to work effectively with inmates while enforcing all rules, regulations, and procedures affecting inmate discipline, security, and safety, with emphasis on security, safety, and rehabilitation.
• Evaluate performance of Cadets during training; provide counseling, feedback, and recommendations based on the performance of Cadets and staff.
• Present classroom training using formal instruction, exercises, handouts, materials, visual aids, etc., for group or one-on-one instruction.
• Research, evaluate, and select materials, handouts, visual aids, and exercises that best promote learning, including implementing evidence-based practices into curriculum.
• Evaluate course effectiveness and participate on committees that provide reviews and recommendations for policy updates; review the Academy’s Standard Operating Procedures and make recommendations for updates as necessary.
• May conduct staff personal and property searches daily to ensure the safety and security of the Administration Building; train and demonstrate proper evidence handling to staff in performance of their regular duties.
• May have responsibility for budget, grant, and/or contract administration.

Requirements

• At least 19½ years of age.
• Possession of a high school diploma or equivalent.
• Three years’ experience working with offenders in a correctional facility and/or a community supervision unit with responsibility for security, custody, and rehabilitation of inmates.
• Two years’ experience presenting training or education courses using a variety of training methods such as lecture, e-training, structured exercises, role play, or group discussion, as well as the use of training materials (e.g., overheads, PowerPoint, handouts, or videos).
• Two years’ experience preparing and developing training or education courses, including designing learning objectives, curricula, and materials.
• Possession of a valid Driver’s License (not suspended, revoked, canceled, or disqualified from driving).
• Applicants must be current permanent employees of the State of Delaware Department of Correction in a position covered by the Merit System who have completed their initial probationary period.
• Applicants selected for interview will be required to conduct a timed presentation.
• Legally authorized to work in the United States; the State of Delaware participates in the Federal E-Verify system.
• This position is covered by a collective bargaining agreement.

Additional Information

Employees in a Correctional Officer series position may retire under the provisions of HB363 if, at the time of retirement, they have completed twenty-five (25) years of pension-creditable State service, with at least twenty (20) of those years in a CO series classified position.
