About The Division Of Youth Services
The Division of Youth Services (DYS) provides a continuum of residential and non-residential services that encompass juvenile detention, assessment, commitment, and parole. DYS is the agency statutorily mandated to provide for the care and supervision of youth committed by the District Court to the custody of the Colorado Department of Human Services. The Division operates ten secure facilities that serve youth between the ages of 10 and 21, who are pre-adjudicated, sentenced, or committed. For pre-adjudicated youth, the Division is also responsible for the management and oversight of Senate Bill 91-94; a State-funded, locally administered program that provides services to youth at risk of further progressing into the juvenile justice system. In addition to residential programming, the Division administers juvenile parole services throughout the State.
About the Role
The purpose of the work unit is to provide a statewide continuum of services and programs to access, treat, and control youth placed in its care for delinquent behavior. This position exists to manage the food services program in a juvenile correctional facility and to oversee the youth food service work program. The individual managing this program must supervise staff; provide quality meals to youth and staff; and ensure compliance with regulations, policies, and standards.
Responsibilities
- Supervise Youth:
- Supervise youth participating in a food services work program, including assigning and evaluating work, handling informal grievances, initiating corrective and disciplinary actions, and participating in the selection and removal of offenders involved in the program.
- Provide direct care, safety, security, and supervision of adjudicated and/or pre-adjudicated youth in a locked setting, including the kitchen on-site.
- Enforce established security rules and behavior of youth, orient youth to unit/facility and agency rules, and intervene in potentially or actively volatile situations.
- Provide immediate intervention in crisis situations, employing sound judgment and emotional control.
- Participate in defusing and debriefing of all incidents pursuant to prevailing DYS Policy.
- Monitor movement of youth, escort and transport to activities or appointments, and conduct searches of persons, property, or areas as needed.
- Ensure pat searches are conducted by a same-sex staff member, except in cases where a juvenile identifies as transgender or intersex, following DYS Policy 13.9.
- Identify, document, and seize contraband as directed.
- Use effective communication skills, verbal de-escalation skills, and a strength-based approach when interacting with youth and staff.
- Adhere to Youth and Staff Safety Protocols when de-escalation attempts fail.
- Monitor, support, and enforce behavioral management plans for individual youth.
- Actively supervise to prevent sexual contact in the facility and adhere to all PREA Policies and Federal Standards.
- Meal Preparation and Service:
- Prepare food ensuring correct temperatures, attractive presentation, and appetizing meals.
- Follow menus and recipes compliant with the National School Lunch Program (NSL), School Breakfast Program (BP), and DYS policies.
- Make appropriate substitutions in-line with NSL/BP guidelines and ensure proper portioning.
- Enter data into production worksheets and document recipe changes.
- Prepare, serve, and clean after meal services with the assistance of youth in the vocational program.
- Delegate prep, cooking, or cleaning tasks to youth and/or support staff as needed.
- Ensure food is served in correct quantities according to DYS recipes.
- Safety and Security:
- Anticipate and identify potential safety and security problems and report them to the food service manager.
- Provide oversight, supervision, intervention, and evaluation of youth to ensure safety and security of property and staff.
- Recognize safety hazards and ensure proper utilization of food service equipment.
- Enforce safety policies to reduce or prevent slips, trips, falls, burns, etc.
- Inventory sharps, tools, and utensils according to facility policy.
- Follow facility key policy to ensure doors are kept locked.
- Notify appropriate parties in the event of equipment failure and forward details to the supervisor.
- Ensure chemicals are stored and used properly.
- Train youth on fire prevention and evacuation procedures.
- Sanitation:
- Ensure proper sanitation procedures are followed and verify compliance by recording and documenting results.
- Maintain cleanliness of food services equipment and the kitchen physical plant.
- Control times and temperatures of food to prevent foodborne illness.
- Document all necessary data relevant to daily kitchen operations and prevention of foodborne illnesses.
- Ensure storerooms are free of debris, organized, and compliant with state health regulations and DYS policies.
- Inventory Control:
- Assist in taking a physical count of inventory at least once a month.
- Requisition food and food service supplies monthly and as needed in the absence of the facility food service manager.
- Inspect food and supplies for accurate quantity and condition upon arrival and reject inadequate items.
- Store raw food and supplies using a FIFO (First-In, First-Out) inventory method and date all products upon arrival.
- Sign requisitions and submit them to the facility food service manager or DYS food service program assistant in the manager's absence.
- Understand food costs and how product substitutions may affect plate costs.
- Assist with the delivery of orders, stock rotation, and ensure all products are accounted for and correctly invoiced.
- Training and Meetings:
- Attend and actively participate in all assigned training and successfully complete any testing or requirements.
- Maintain required certifications and keep current on all mandatory training pursuant to DYS Policy.
- Successfully complete DYS Pre-Service, Facility Training, and Orientation process as a new employee.
- Maintain and support the Division’s prevailing behavior management and intervention strategies.
- Educate Youth:
- Assist with the facilitation of the culinary program curriculum.
- Instruct youth on food service tasks using relevant manuals, materials, and videos.
- Administer written and practical exams relevant to the culinary program.
- Grade tests, evaluate youth performance, and document progress through written, electronic, or personal communication.
- Prepare competency checklists for certificates of completion and manage individual youth files.
- Assist in the facilitation of events relevant to the learning environment associated with the culinary program.
- Other Duties as Assigned:
- Perform other duties and special projects as required.
Requirements
- High school diploma or General Education Diploma (GED).
- Four (4) years of professional experience in an occupational field related to the work assigned to the position. Additional appropriate education may substitute for the required experience on a year-for-year basis.
Preferred Qualifications
- Two years of documented supervisory staff oversight, including staff performance reviews, training, development, and relevant accomplishments.
Conditions of Employment
- Must pass a full background check, including CBI name check, fingerprint check, ICON Colorado court database, Medicare fraud database, reference checks, professional license verification (if applicable), drug screen, PREA, Trails check, and CAPS.
- Must be at least 21 years of age.
- Must be a Colorado resident at the time of application and maintain residency throughout employment.
- Must possess a valid, non-restricted Colorado Driver’s License or a non-restricted U.S. Driver's License for positions within 30 miles of the CO state border. Out-of-state license holders must obtain a Colorado license within 30 days of employment.
- Subject to assigned shifts, including breakfast, lunch, or dinner shifts.
- Exposure to hazardous materials, including various cleaning agents used in the kitchen.
- Motor Vehicle Record (MVR) check required.
- Travel may be required.
