About the role
The Napa County Health & Human Services Agency is seeking a Senior Quality Management Specialist to join the Quality Management division. This position reviews, evaluates, and assesses Public Health, Alcohol & Substance Abuse program service delivery in collaboration with management and staff.
Responsibilities
- Review, evaluate, and assess Public Health, Alcohol & Substance Abuse program service delivery
- Obtain and review data, including charts, electronic records, or other client files
- Apply relevant audit criteria, analyze data, make findings, recommend action plans, and prepare reports for management
- Monitor and resolve discrepancies in eligibility determinations and service authorizations
- Conduct home visits to substantiate or resolve discrepancies
- Research case files or client records to compare against computer reporting systems
- Provide technical and analytical support to supervisors and staff concerning regulations and protocols
- Participate in staff meetings to provide information regarding documentation and quality management issues
- Perform retrospective, concurrent, and prospective reviews to evaluate adherence to audit criteria and quality management outcomes
- Identify trends or potential problem areas resulting from compliance or program reviews and develop action plans
- Develop and maintain expertise in relevant audit criteria and regulatory requirements
- Assist in providing training to divisional or program staff on new policies and procedures or regulatory changes
- Compile and analyze data related to activities and functions and develop audit reports for programmatic and divisional use
- Attend required internal and external training to enhance knowledge base
- Research and review pertinent literature in specialty area and share with peers
- Operate a computer terminal to input, access, and print data, reports, and projects
- Perform related duties as assigned
Requirements
- A Master’s Degree in Social Services, Human Services, or a closely related field AND one year of full-time experience performing duties comparable to a Social Worker II, Alcohol & Drug Counselor II, Registry & Training Specialist, Public Health Nurse, Mental Health Counselor, or a closely related position
- A Bachelor’s Degree from an accredited college or university AND two years of full-time experience performing duties comparable to a Social Worker II, Alcohol & Drug Counselor II, Registry & Training Specialist, Public Health Nurse, Mental Health Counselor, or related position
- A registered nurse with two years of experience performing healthcare duties in a public health setting
Qualifications
- Ability to work independently with minimal supervision
- Reason logically and accurately, use sound judgment in the performance of duties
- Evaluate and interpret complex regulations to County employees and co-workers
- Prepare and present formal written and/or oral presentations
- Communicate effectively both orally and in writing and establish cooperative working relationships with those contacted in the course of work
- Analyze and apply procedures, policies and plans
- Explain policies and procedures to staff
- Provide effective training, as requested
- Evaluate program activities and participate in root-cause analysis, problem resolution, or other corrective actions
- Collect, review, and compile data to establish/identify errors; create reports and communicate findings effectively with staff at all levels
- Handle multiple quality review cases concurrently
- Prepare and maintain clear, concise, and comprehensive records, reports, and correspondence
Skills
- Knowledge of rules and regulations governing Public Health, Alcohol & Substance Abuse, Mental health, and/or Social Service programs
- Practices and procedures for quality assurance/quality control reviews in any of the administered programs
- Interviewing and record keeping techniques
- General goals and functions of an integrated health and human services agency
- Public and community resources available to applicants and recipients
- Standard office practice and procedures, including basic electronic data processing systems
- County documentation standards and report procedures
- Principles and techniques of quality assurance, including: developing standards and practices, conducting reviews and audits, and reviewing processes
- Principles, objectives, and techniques of the following services: Public Health, Alcohol & Substance Abuse, Mental Health, and/or Social Service programs (e.g., Child Welfare Services, Comprehensive Services for Older Adults, In-Home Supportive Services)
- Individual and group behavior, human growth & development, and family relationships
- Socio-economic factors affecting individuals and families
- Principles of a comprehensive monitoring system

Pay
SALARY - Salaries are based on a five-step range. Appointments are usually made at the beginning step with advances occurring at six months and the completion of each year thereafter. Salary rates are reviewed annually.
