About the Role
The Payroll Tax Analyst is primarily responsible for managing OSV's end-to-end payroll tax compliance function, including all federal, state, and local tax filings, account audits, notices, amendments, and jurisdictional relationships for OSV's US and UK payroll. Reporting to the Payroll & Tax Supervisor, this role owns the tax side of OSV's in-house corporate payroll operation and serves as the backup processor for both US biweekly and UK monthly payroll.
Responsibilities
- Payroll Tax Compliance (Primary Focus)
- Own the preparation, processing, and filing of all federal, state, and local payroll tax filings and payments for US and UK corporate payroll at required frequencies
- Audit payroll tax accounts across all jurisdictions to ensure accuracy and resolve discrepancies
- Receive, research, and resolve tax notices; prepare and submit amendments as needed
- Maintain and update Powers of Attorney (POAs) across all registered tax jurisdictions in coordination with Accounting
- Manage OSV's online tax agency portals, ensuring accuracy and current standing across all jurisdictions
- Administer garnishment orders, including processing and administration in TaxEx; manage relationships with garnishing trustees as required by local, state, and federal agencies in the US and UK
- Support year-end payroll tax processing, including W-2s, W-2Cs, and other required filings, in accordance with company policy and regulatory requirements
- Monitor federal, state, and local payroll tax law changes; flag compliance implications to the Payroll & Tax Supervisor
- Payroll Processing (Backup)
- Serve as backup processor for OSV's biweekly US multi-state payroll and monthly UK payroll, ensuring continuity of operations in the absence of the Payroll & Tax Supervisor
- Partner with HR and managers to ensure timesheets, time-off, paid leave, data changes, and adjustments are entered timely and accurately
- Identify and process off-cycle payroll payments as needed
- Systems, Reporting & Process Support
- Maintain and support Workday Payroll configuration, administration, and integrations, aligned with HR's strategic plan
- Assist in the development and maintenance of payroll reporting tools and ad hoc data requests
- Document and maintain end-to-end process checklists and standard operating procedures for tax filing, garnishment, and payroll processes
- Participate in mass data loads and ensure data integrity using Workday-delivered tools
- Analyze payroll and tax business processes and recommend improvements or streamlining opportunities
- Cross-Functional Support
- Serve as primary point of contact for triage-level payroll and tax inquiries via ticketing system; research and communicate resolutions
- Communicate with HR, Accounting, and other stakeholders to provide payroll data and tax information
- Partner with HR Centers of Excellence (Total Rewards, Employee Relations, Recruiting) on payroll-related projects and initiatives
- Support change management activities, including authoring user documentation and standard operating procedures
Requirements
- Bachelor's degree in Accounting, Finance, Business Administration, Human Resources, or related field; or 8+ years of equivalent experience in lieu of degree
- 5+ years of experience in payroll tax compliance, including filing, auditing, notice resolution, and amendment processing
- Working knowledge of federal, state, and local payroll and tax laws for US and UK
- Strong working knowledge of Workday Payroll, including the ability to analyze, troubleshoot, and report on system, data, or processing issues
- Experience with TaxEx or comparable tax filing software
- Strong proficiency in Microsoft Office Suite
Preferred Qualifications
- Experience processing US multi-state and/or UK payroll
- FPC or CPP certification
- Workday certification
- Experience managing garnishments and trustee relationships
