Coordinator - Gifted & Advanced Learning
About the role
The Coordinator of Gifted and Advanced Learning provides districtwide leadership for the identification, programming, and support of gifted and advanced learners across Baltimore City Public Schools. The coordinator develops and implements research-based instructional practices, ensures equitable access to advanced learning opportunities for all students, and collaborates with school-based staff, families, and community partners to cultivate an environment in which every student with exceptional academic potential is recognized and challenged to excel.
Responsibilities
- Leads the development, implementation, evaluation, and continuous improvement of districtwide gifted and advanced learning programs and services, including acceleration opportunities, and Advanced Placement (AP) course expansion.
- Advocates for the academic and social-emotional needs of gifted and advanced learners, ensuring access to appropriate supports, accommodations, and advanced opportunities.
- Collaborates with curriculum leaders to design and implement differentiated instruction, acceleration options, and enrichment aligned to state standards and best practices in gifted education.
- Builds collaborative relationships with families, community organizations, colleges, and universities to expand learning opportunities and raise awareness of advanced learning opportunities.
- Oversees the districtwide identification process to ensure all students, including those from historically underrepresented groups, have equitable access to gifted services; reviews and refines screening and assessment instruments to minimize bias and broaden participation.
- Designs and delivers high-quality professional learning for teachers, counselors, and administrators on gifted education pedagogy, differentiation, culturally responsive practices, and the social-emotional needs of advanced learners.
- Serves as the primary district liaison to parent advisory groups and gifted education stakeholders.
- Collects, analyzes, and reports on student outcome data to assess program effectiveness, monitor equitable participation, and inform instructional decisions; prepares required state and federal reports related to gifted education.
- Develops and manages the budget for gifted and advanced learning programs; identifies and secures grant funding, external partnerships, and other resources to support and expand program offerings.
- Uses resources appropriately to complete work in the most efficient manner; proactively communicates the status of work; participates and contributes fully as a team member; and exercises sound judgment and decision-making skills to resolve sensitive matters.
- Maintains confidential and sensitive information.
- Ensures compliance with Maryland State Department of Education (MSDE) regulations, Board policies, and federal requirements related to gifted education programming and funding.
- Performs and promotes all activities in compliance with equal employment and non-discrimination policies; follows federal laws, state laws, school board policies, administrative regulations, and professional standards.
Qualifications
- Bachelor's degree in Education, Gifted Education, Curriculum and Instruction, or Educational Leadership from an accredited institute of higher education. Master's degree preferred.
- Valid Maryland State Department of Education (MSDE) license and Advanced Professional Certificate (APC) or Advanced Professional License (APL) with Gifted and Advanced Learning endorsement.
- Valid Maryland Administrative Endorsement I.
- Minimum five (5) years of successful K-12 classroom teaching experience, with demonstrated expertise in differentiated instruction and gifted education.
- Minimum eight (8) years of relevant full-time professional experience.
- Minimum two (2) years of experience in a supervisory, coaching, or program coordination role in a K-12 educational setting.
- Demonstrated ability to research, interpret, and clearly communicate policies and procedures; compile and analyze data; prepare detailed reports; and develop and present well-informed recommendations.
- Demonstrated ability to lead a high-functioning team and exercise independent judgment.
- Demonstrated ability to manage multiple priorities, adapt to changing assignments, and organize a high-volume workload; consistently meet deadlines; perform effectively under pressure; and maintain strong attention to detail.
- Demonstrated knowledge of gifted education theory, research, and best practices, including frameworks such as Bloom's Taxonomy, Renzulli's Enrichment Triad, and the NAGC Pre-K-Grade 12 Gifted Programming Standards.
- Proficiency in data analysis and the use of multiple measures to inform student identification and programmatic decisions.
- Demonstrated ability to advocate for equity and inclusion in gifted education, including culturally responsive instructional practices.
- Excellent written and verbal communication skills, with the ability to effectively present information to diverse audiences, including students, families, staff, and community stakeholders.
- Demonstrated ability to build collaborative relationships with school and district-based staff, school system employees, government agencies, and community stakeholders.
- Experience developing, facilitating, and leading professional learning that supports large-scale implementation of initiatives.
- Proficiency in student information systems and data platforms (e.g., Infinite Campus, Canvas), as well as Microsoft Office Suite and Google Workspace.
- Working knowledge of Maryland COMAR regulations related to gifted education and MSDE guidance and policies.
