This opening is for a Contracts Manager supporting our growing and dynamic Climate, Energy, and Transportation (CET) division. Our CET division helps clients achieve smart, resilient, and low-carbon growth by leveraging expertise in energy, climate adaptation and resilience, greenhouse gas mitigation and sustainability, energy efficiency, and transportation.
This position is 100% remote in the 48 contiguous United States.
Responsibilities
- Provide proposal and contracts support for Requests for Proposals and active contracts with commercial and state and local clients across the nation.
- Review and negotiate reliance letters for clients’ financial transactions as needed.
- Prepare, review, and manage documentation and forms required for state and local proposal submissions, ensuring compliance with applicable regulatory and contractual requirements.
- Lead the contract review and negotiation process for new proposals, RFP awards, amendments to existing contracts, and new contracts, focusing on risk mitigation and overall value to the company.
- Maintain all required contractual documentation.
- Negotiate robust terms and conditions, including indemnification, limitation of liability, intellectual property, ownership, insurance, and liquidated damages.
- Review and negotiate non-disclosure agreements, teaming agreements, and subcontract agreements (when ICF is a subcontractor).
- Identify contractual and/or RFP terms that may pose risk to the company and provide recommendations for mitigation strategies.
- Provide guidance and oversight to resolve operational and contractual issues during contract performance, focusing on mitigating ICF’s risk and maintaining profitability.
- Proactively assess critical contract obligations and provisions, identifying gaps and risks, and advise on contract revisions to meet client and ICF needs.
- Support data calls, maintain compliance with SOX and other governmental requirements, and meet client audit requirements.
- Handle multiple priority tasks and proposals effectively.
- Develop effective working relationships with internal and external clients; participate in client meetings as required.
Requirements
- 5+ years’ experience negotiating terms and managing commercial and state & local contracts.
- 5+ years’ experience working with relevant laws, regulations, terms, conditions, and policies governing commercial and state and local contracts.
Preferred Qualifications
- Bachelor’s Degree.
- Familiarity with Engineering contracts and the utility industry.
- Familiarity with Deltek tools such as Costpoint and Contract Management Systems.

- Solid skills with Microsoft Office (e.g., Word, Excel, Teams, Copilot, SharePoint).

Pay
The pay range for this position based on full-time employment is: $89,649.00 - $152,404.00.
