About the role

To support software development organizational initiatives by designing and implementing new or modifying existing systems/applications. This role requires 1-2 days on site in Vienna, VA.

Responsibilities

  • Identifies, analyzes, designs, and maintains cost-effective information technology solutions that align with business initiatives and corporate strategies.
  • Works with customers (business units) to identify business requirements and analyzes, defines, and documents requirements for data, workflow, logical processes, hardware, and operating systems environment.
  • Documents, diagrams, organizes information for inclusion in database, developing input/output record layouts, or program views.
  • Designs, develops, implements, and maintains systems with support from other ISD areas, team members, and management, including coding programs, preparing test data, testing, and debugging programs.
  • Revises and refines programs to account for changes in functional system requirements and equipment configurations, and troubleshoots and resolves operational problems/system requirements.
  • Participates in testing and implementation of systems/applications and provides on-going maintenance of systems/applications, including maintaining and monitoring systems/applications after implementation.
  • Develops and maintains documentation describing program development, logic, coding, testing, changes, and corrections, and provides technical support to customers.
  • Participates in training of peers and SQA staff in new or modified systems/applications.

  • Works independently with moderate guidance from higher level staff or management.

  • Designs, codes, debugs, and maintains moderately complex computer programs.
  • Works on most phases of applications programming activities.
  • Researches, identifies, and solves straightforward to moderately complex problems.
  • Analyzes possible solutions using established procedures.
  • Collaborates with software developers and SQA analysts.
  • Investigates defects and bugs as they arise.
  • Designs and develops test automation scripts using test automation frameworks.

Qualifications and Education Requirements

The target candidate will have demonstrated experience in systems analysis & design, workflow, or procedural analysis, and application development, including determining, developing, testing, and implementing system requirements and specifications.

Specific Requirements

  • A minimum of 5-10 years distributed application programming experience in one or more of the following technologies: Java, J2EE, service-oriented architecture (SOA), middleware, integration technologies, and frameworks like JSP, JSTL, JMS, JNDI, JDBC, JAXB, Struts, Hibernate, Maven, log4j, and JUnit.
  • Solid understanding of Java Web Services WSDL, SOAP, XML, RESTful, Web Services Development Kit.
  • Relational database, preferably DB2, SQL Server, or Oracle.
  • Knowledge of Mainframe systems.
  • Experience with Data Migration and Mapping to Cloud solutions.
  • Experience with SFTP and Data File Transfers.
  • Experience with Automated testing frameworks.

Desired Qualifications

  • College degree(s) in information technology, computer science, or related field or equivalent experience.
  • Experience with DevOps and Continuous Integration / Continuous Delivery (CI/CD) practices.
  • Advanced knowledge of financial/banking industry standards, open banking standards, regulations, and practices specifically supporting real-time, near real-time, and batch payment rails.
  • Advanced knowledge of Navy Federal products, services, programs, policies, and procedures.
  • Advanced knowledge and experience working with or implementing Compliance applications.
  • Experience in cloud development.
  • Knowledge of scrum or Scaled Agile Framework (SAFe).
  • Familiarity with financial industry applications and systems.
  • Expert experience/knowledge of software development best practices in accordance with the ITIL or CMMI capability models.

Additional Skills

  • IT Industry Certifications in good standing.
  • Knowledge of PowerBI.
  • Knowledge of NFCU operations, processes, and procedures.
  • Knowledge of Office of Foreign Assets Control (OFAC), Bank Secrecy Act (BSA), and Anti-Money Laundering (AML) systems.
  • Knowledge of Investments Portfolio.
  • Knowledge of IBM Integration Bus (IIB) or App Connect Enterprise (ACE).
  • Knowledge of Microsoft Dynamics and/or Pega.
  • Knowledge of ServiceNow, and Azure DevOps (ADO).
