About the role
The Contract Specialist II supports the federal agency’s Office of Acquisition Services, managing the full acquisition lifecycle from pre-award planning to post-award contract administration.
Responsibilities
- Conduct and document market research and support acquisition planning for assigned requirements.
- Draft and edit solicitation documents, including RFPs, RFQs, IFBs, and Combined Synopsis/Solicitations, for agency review.
- Support technical and past performance evaluations, and assist with scoring, negotiation objectives, and award documentation.
- Process contract modifications and support post-award administration, including option exercises and de-obligations.
- Maintain complete, accurate procurement files and submit them within required agency timeframes.
- Prepare status reports and support recurring meetings with the Contracting Officer's Representative (COR).
Requirements
- Bachelor's degree.
- Minimum of five (5) years of demonstrated federal contracting experience across the full acquisition lifecycle, from solicitation development through contract administration.
- Current or previous Federal Acquisition Certification in Contracting (FAC-C) certification, Defense Acquisition Workforce Improvement Act (DAWIA), or civilian equivalent (e.g., National Contract Management Agency (NCMA)).
- Extensive working knowledge of the FAR.
- Excellent written and verbal communication skills, and proficiency in the Microsoft Office Suite.
- Ability to obtain and maintain the government suitability determination required for agency access.
Preferred Qualifications
- Prior experience with the Integrated Contracts Expert (ICE) contract writing system.
- Prior experience supporting CDC, HHS, or other federal public health agency acquisitions.
- Familiarity with the Small Business Customer Experience (SBCX) system, FPDS reporting, and GSA eBuy.
