About the role
You will serve as a CONTRACT SPECIALIST in the Avail Planning & Execution Division (4X1), Contracts (CCO) Department (C400), of the Mid-Atlantic Regional Maintenance Center (MARMC), of MID ATLANTIC REGIONAL MAINTENANCE CTR.
Responsibilities
- Monitor contract technical performance over the life cycle of the contracts and issue correspondence or other direction to contractors to resolve problems.
- Evaluate Change Order Price Analysis (COPA) proposals, and past performance under single award Firm Fixed Price and other cost type contracts.
- Perform cost and price analysis to determine fair and reasonableness of a contract proposal.
- Review contract completion documentation for adequacy and accuracy.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.
- New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA).
- Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
- Experience managing the complete lifecycle of government contracts, including pre-award planning, solicitation, negotiation, and post-award administration.
- Experience conducting cost and price analysis for complex contract actions and documenting negotiation outcomes.
- Experience providing guidance, training, or mentorship to junior-level contract specialists on contracting processes and complex actions.
- Experience applying knowledge of the Federal Acquisition Regulation (FAR) and its supplements to manage complex procurements.
- Experience utilizing procurement systems such as the Standard Procurement System (SPS) or Procurement Integrated Enterprise Environment (PIEE) for contract-related functions.
- Experience conducting scoping conferences, negotiation sessions and mentoring and training subordinate employees and interns.
- Applicants must meet the following Department of Defense qualification requirements for 1102 contracting positions.
- Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
Qualifications
- In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
- Specialized experience must demonstrate the following:
