Contract Specialist
Location: Laughlin Air Force Base, Texas. Period of Performance: Start date of September 29, 2026, with an initial one-year base period and four one-year option periods.
About the role
Project Solutions Inc. is seeking a Contract Specialist to support the 47th Civil Engineer Squadron (47 CES) and 47th Contracting Squadron (47 CONS) at Laughlin Air Force Base, Texas, by providing professional services in program management, construction inspection, and acquisition support under a long-term U.S. Air Force contract. The Contract Specialist provides cradle-to-grave acquisition support to the 47th Contracting Squadron, assisting with pre-award and post-award contracting activities, contract administration, price and cost analysis, and contract closeout in accordance with federal acquisition regulations.
Responsibilities
- Provide cradle-to-grave acquisition support for construction projects, complex service requirements, and other contracting actions supporting the 47th Contracting Squadron (47 CONS).
- Assist in developing acquisition documents, including Performance Work Statements (PWS), Statements of Work (SOW), and Statements of Objectives (SOO).
- Conduct market research and prepare acquisition strategy documentation to support procurement planning and execution.
- Prepare, issue, and manage solicitations, including Requests for Quotes (RFQs) and Requests for Proposals (RFPs).
- Support proposal evaluations by performing price and cost analysis and preparing source selection documentation.
- Prepare contract award packages and supporting documentation for Contracting Officer review and signature.
- Perform post-award contract administration activities, including processing modifications, managing correspondence, exercising contract options, and monitoring contractor performance.
- Assist with contract dispute resolution and complete contract closeout activities in accordance with FAR, agency regulations, and local procedures.
Requirements
- Bachelor’s degree in Business, Finance, Accounting, Contracting, Economics, Law, Management, or a related field.
- DoD Contracting Professional Certification (or equivalent FAC-C Professional certification) required.
- Working knowledge of federal contracting and procurement regulations, including FAR and DFARS.
- Strong analytical, communication, and organizational skills, with proficiency in Microsoft Office applications.
- Minimum five (5) years of contracting experience within the Department of Defense (DoD) or federal government environment.
- Experience supporting the acquisition of construction projects and complex service contracts.
- Experience providing cradle-to-grave contract support, including both pre-award and post-award activities.
- Experience conducting market research, acquisition planning, and solicitation preparation (RFQs/RFPs).
- Experience performing proposal evaluations, price analysis, cost analysis, and source selection support.
- Experience administering contracts, including modifications, option exercises, contractor correspondence, and performance monitoring.
- Experience supporting contract dispute resolution and contract closeout activities in accordance with federal acquisition regulations.
- Prior experience holding an unlimited Contracting Officer warrant is highly desirable.
Skills
- Strong knowledge of federal acquisition and contracting processes, including the Federal Acquisition Regulation (FAR), DFARS, and agency supplement regulations.
- Ability to provide cradle-to-grave acquisition support across all phases of the contracting lifecycle.
- Strong analytical skills for conducting price and cost analysis and supporting proposal evaluations.
- Experience and proficiency in source selection activities and acquisition strategy support.
- Strong written communication skills with the ability to prepare acquisition documents, solicitations, contract awards, and supporting documentation.
- Ability to collaborate effectively with contracting personnel, the 47th Civil Engineer Squadron (CES), and other mission partners as part of multi-functional teams.
- Strong organizational skills and attention to detail when managing contract administration, modifications, contractor correspondence, and contract closeout activities.
- Proficiency in Microsoft Office and other common commercial software applications.
