Responsibilities

  • Interpret relevant contracting laws, regulations, policies, standards, or procedures to determine applicability to specific contracting issues.
  • Advise requestors on the use of cost and fixed price contracting during pre-solicitation of contracts.
  • Analyze price or cost data for pre-award and post-award procurement activities of construction and Architect/Engineering (A/E) contracts.
  • Conduct pre-negotiation conferences to negotiate prices, terms, conditions, contract modifications, and settlements.
  • Negotiate and resolve problems related to procurement planning, source selection, and contract performance.
  • Review contract proposals, acquisition, source solicitation plans, or documents prior to contract pre-award and post-award for regulatory compliance.
  • Close-out contracts following proper procedure to ensure property disposition, final payments, and documents/clearances have been received.
  • Perform pre-award and post-award functions for procurements involving complex contracts for facilities construction and services of significant importance to the agency.

Requirements

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Negotiate prices, terms, and conditions of contracts.
  • Perform cost and price analysis to determine cost/price reasonableness.
  • Perform all contractual post-award functions.
  • Conduct post-award conferences with the contractor to clarify contractual requirements and special provisions.

Applicants must meet the Department of Defense qualification requirements for 1102 contracting positions: DoD Qualification Standard for GS-1102.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Qualifications

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

Note: The education requirement applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 on or before September 30, 2000, are also exempt.

PPP (Priority Placement Program) applicants will be placed at the Full Performance Level (FPL) if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.

ICTAP (Interagency Career Transition Assistance Plan) Applicants: To be considered well-qualified and exercise selection priority as an ICTAP candidate, displaced Federal employees must satisfy all qualification requirements for the position and receive a rating in the highly qualified category (score 85) or higher. ICTAP candidates must provide copies of all of the following documentation at the time of application: agency notice, most recent performance appraisal, and most recent SF-50 or notification of personnel action that includes position, grade level, and duty location. Military Spouse Preference applicants will receive priority consideration at the Full Performance Level (FPL) and, if determined to be Best Qualified at the FPL, must be placed at the FPL.
