About the role

The City of Westminster seeks a skilled individual to monitor and secure compliance of the contractual services performed for the Parks, Golf and Open Space (PGOS) Division. The position involves landscape infrastructure related service contracts, ensuring that the contracted services meet City specifications and needs.

Responsibilities

  • Maintain compliance and quality control for landscape infrastructure service contracts
  • Budgetary controls and tracking of service contracts
  • Prioritize workflow and manage stakeholder feedback
  • Develop and solicit Request for Proposals (RFPs), negotiate terms, and manage contract compliance
  • Bill, budget, inspect sites, and ensure quality assurance
  • Manage large data sets using the City’s Geographic Information System (GIS)
  • Manage the entire life cycle of assigned service contracts, including vendor/contract termination
  • Supervise one contract services technician
  • Monitor contractual maintenance services within Parks, Golf, and Open Space Operations
  • Handle complaints regarding the cleanliness of public landscapes
  • Prepare and monitor service maintenance contract specifications
  • Prepare and submit invoices for contracted services accurately and on time
  • Conduct regularly scheduled site inspections to ensure quality assurance
  • Manage the Parks, Golf and Open Space utility locate program
  • Manage review of locate tickets to ensure compliance with City’s contactor licensing and permitting requirements
  • Participate in workflows that verify City infrastructure in ArcGIS
  • Operate a City motor vehicle safely and responsibly

Requirements

Graduation from high school or GED, minimum of 10 years' experience in landscape maintenance and construction with at least 3 years of supervisory experience, and at least 2 years of experience in ArcGIS, GIS data management, and/or asset management systems. Must possess a valid driver's license and a safe driving record.

Qualifications

  • Strong background in irrigation installation, operation, maintenance, and repair
  • Significant experience in locating utilities and managing a locate program
  • Experience in collaboration and building partnerships

Skills

  • Proficiency in Microsoft Office Suite, specifically Excel and Word
  • Knowledge and proficiency in use of ArcGIS, GIS data management, and asset management systems
  • Knowledge of contract provisions enforcement and handling difficulties
  • Ability to assess workload and determine appropriate course of action
  • Problem-solving skills leading to sound judgment and quality decisions
  • Effective communication both verbally and in writing
  • Collaboration skills with other departments and employees and contractors
  • Conflict resolution skills

Benefits

The City of Westminster offers a bonus of up to $1,500 per year depending on fluency in Spanish, Hmong, Laotian, or American Sign Language.

Pay

The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate.

Schedule

Tentatively starts in September.
