Responsibilities
- Serve as Top Secret Control Officer (TSCO)
- Responsible for the mandatory annual 100% TS SAP inventory at all sites
- Verify all active SAP items in SIMS are assigned to a Prime Custodian, all items are signed for and receipts uploaded, ensure items are assigned to a security container owned by the prime custodian
- Ensure all TS SAP documents and media (CDs, DVDs, USBs) and hard drives documents are controlled in SIMS
- Create a report of all findings and discrepancies
- Aid the Media Control Manager (MCM) in their duties, to include providing updates and recommendations for changes to the PMO Media Control Plan as needed
- Ensure an annual review/inventory of all media at the PMO sites
- Ensure that all media leaving and entering the PMO site is receipted for, asset tagged, and given an IA number
- Program Access Request (PAR) Quality Reviewer
- Review and route PARs for access to the PMO
- Update and maintain the master PAR tracker
- Ensure all responsible personnel keep files updated and consistent with information listed in JADE SAP
- Personnel Officer (SPO) Training
- Create, maintain, and conduct SPO training as needed
- Annual Security Education Training and Awareness (SETA)
- Oversee, create, and conduct annual SETA training for the PMO
- Coordinate and conduct face-to-face and virtual sessions
- Ensure all PMO personnel provide the CPSO staff with updated PSQ and applicable templates for upload into JADE
- Annual Self-Inspections
- Conduct mandatory annual self-inspections for the PMO
- Manage All Security Team Activities
- Review/document comments/corrections to the Customer on a myriad of security documents, i.e., SOP’s, OPSEC plans, Security Test Plans, Fixed Facility Checklist (FFC’s) and other documentation
- Ensure personnel folders (electronic/hard copy) have the required documentation, e., approved Program Access Request (PAR), training, and Program Indoctrination Agreement (PIA)
- Provide assistance for facility Site Assist Visits and compliance inspections
- Ensure thorough, accurate, and documented self-inspection
- Review documentation validate office procedures and provide assistance during physical inspections and provide feedback/recommendations to the Customer
- Develop/ administer a Security Education, Training and Awareness (SETA) program that includes, but is not limited to; indoctrinations, briefings, foreign travel, couriers, event-driven briefings, and debriefings
- Maintain a visitor control and badging system that supports Unclassified, Collateral, SAP and SCI visit requirements
- Prepare, maintain and obtain signature approval of Program Office courier credentials
- Implement and execute security policies and procedures that help ensure classified information is protected in all stages at all times
- Aid the Site Lead in drafting monthly activity reports for Program Manager approval
- Aid the Site Lead in drafting the semi-annual (January / July) self-assessments for Program Manager approval
Qualifications
- One-year related experience may be substituted for one year of education, if degree is required
- High school diploma (or equivalent)
- Active Security Fundamentals Professional Certification (SFPC) and Special Program Security Credential (SPSC) (desired), or the ability to obtain these certifications within six (6) months of onboarding
- U.S. citizenship and a final DoD TOP SECRET clearance with most recent investigation (SSBI, SBPR, PPR, T5, T5R) completed within the last 6 years
