About the role

The NYC Department of Design and Construction (DDC) Finance & Procurement Division seeks Contract Managers to work within the Agency Chief Contracting Office (ACCO). The selected candidates will assist in managing procurements for utilizing various methods including, by not limited to, Competitive Sealed Bids, Request for Proposals, Micro Purchasing, Small Purchasing, MWBE NCSP (Discretionary Procurements), Design Build, and Competitive Sealed Proposals. The Contract Manager will be responsible for ensuring the procurements are consistent with the Procurement Policy Board regulations. This includes completing all compliance activities and integrity determinations as it relates to potential vendors.

Responsibilities

  • Manage procurement timelines
  • Review contract documents
  • General document management
  • Review contract compliance documents
  • Cook up vendor meetings throughout the procurement process
  • Handle vendor submissions
  • Work with vendors to complete and submit any required documents in advance of executing a contract with DDC
  • Perform vendor integrity backgrounds checks
  • Organize evaluation committees
  • Interpret rules
  • Provide recommendations for internal policies and procedures
  • Regularly update internal databases and procurement tracking systems
  • Procurement updates to the Directors and Deputy ACCOs
  • Use several computer systems including Financial Management System (FMS) and PASSPort to track and process procurement actions and register contracts with the Comptroller’s Office

Requirements

  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above

Preferred Skills

  • Proficient with Microsoft Office, specifically Excel
  • Familiarity with Automated Procurement Tracking (APT) and Financial Management System (FMS) databases
  • Familiarity with the Procurement Policy Board rules and regulations
