CONTRACT AND GRANTS SUPERVISOR, PRE-AWARD (HYBRID)

About the role

The Contract and Grants Pre-Award staff provides pre-award support to faculty and researchers. The role involves supervising the staff, managing complex and multi-disciplinary federal and private contracts and grants proposals, and assisting with various research and instructional programs in the School of Biological Sciences.

Responsibilities

  • Manage the Contract and Grants Pre-Award staff
  • Supervise the unit's more complex and multi-disciplinary federal and private contracts and grants proposals
  • Provide administrative oversight of the unit's more complex and multi-disciplinary federal and private contracts and grants proposals
  • Identify risks and respond accordingly
  • Provide priority setting and work-flow analysis
  • Work with Contracts and Grants Director to help develop procedures for the unit and achieve goals
  • Provide training and serve as a resource for changes in University, State and Federal policies and University systems
  • Define pre-awards services that will be provided, including but not limited to conducting complex analysis to meet varied needs, projects to identify and resolve issues with proposals, to meet special requirements of unique proposals managed by team staff, and to evaluate unit productivity, workload balance, and complexity of assignments
  • Gather quantitative and qualitative data using varied sources, and produce comprehensive reports for review by Senior Management of school/departments/research centers the Pre Awards office supports such as faculty, Principal Investigators, Contract and Grants director, Associate Dean, Assistant Dean, Chairs, Deans and Sponsored Projects Administration (SPA)

Requirements

  • Demonstrated organizational skills with a strong attention to detail and ability to recognize the workload of others faced with a heavy workload and competing deadlines
  • Demonstrated advanced knowledge of generally accepted accounting, fiscal and reporting principles
  • Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports
  • Demonstrated skill in understanding and interpreting current federal, state and University regulations relating to contracts and grants administration to include OMB Circular A-21 and CASB applications
  • Proficiency in use of common desktop / web applications
  • Demonstrated ability to establish and maintain effective working relationships with campus units and management, staff, department heads, faculty and students of various social, cultural, economic and educational backgrounds
  • Demonstrated skill in contract and grant budget preparation and analysis. This includes projecting cost category expense trends
  • Thorough knowledge of contracts and grants pre-award administration as well as related policy, accounting and regulatory compliance requirements
  • Knowledge of current compliance regulations in all areas of research administration
  • Thorough knowledge of Federal Acquisition Regulation, Code of Federal Regulations, sponsor-specific policies, intellectual property policies, conflict of interest requirements, publication rights, application of indirect cost rates and other complex concepts in research administration
  • Demonstrated initiative in taking a leadership role in a team environment or while serving as part of a work group
  • Strong interpersonal skills, service orientation, ability to multi-task effectively in a varied, high volume environment, judgment and decision-making, reasoning, ability to develop original ideas to solve problems, and effective verbal and written communication skills
  • Thorough knowledge of policy and its interpretations
  • Bachelor's degree in related area and / or equivalent experience / training
  • A minimum of 5 years of experience in Pre-Award administration
  • Experience working as part of a professional team and in maintaining confidentiality

  • Demonstrated experience in sound judgment and decision-making skills related to pre award administration of complex contracts and grants proposals and the ability to rationalize those judgments and decisions
  • Thorough knowledge of and ability to interpret and apply sponsor, institutional and departmental policies
  • Knowledge of current compliance regulations in all areas of research administration
  • Thorough knowledge of Federal Acquisition Regulation, Code of Federal Regulations, sponsor-specific policies, intellectual property policies, conflict of interest requirements, publication rights, application of indirect cost rates and other complex concepts in research administration
