[Contingent] Senior Program Analyst - Requirements Management
About the role
We are seeking a Senior Program Analyst / Requirements Manager to support a program management office in establishing, maintaining, and executing enterprise portfolio and requirements management processes. You will develop and apply the methodologies, tools, and documentation used to define, prioritize, schedule, cost, and track requirements across the enterprise. You will partner with program managers and functional leaders to support the budget cycle, requirements intake and adjudication, and program execution, identifying duplicative, inefficient, or disconnected requirements and delivering timely, decision-quality analysis to senior leadership. The position is on‑site at the customer facility in Central Maryland (Baltimore/Washington corridor) with situational telework only as approved by the customer; occasional local and CONUS travel may be required.
Responsibilities
- Requirements Intake & Traceability: Maintain an intake log for unfunded requirements and produce traceability artifacts, including problem statements, operational impacts, and preliminary cost/schedule considerations.
- Investment Board Support: Prepare read-ahead reports, scoring inputs, and decision-support materials for requirements prioritization boards, and publish meeting minutes within two business days.
- Requirements Repository & Portfolio Health: Maintain a repository of historical decisions, dependencies, and rationale; deliver monthly portfolio health summaries highlighting bottlene
