Salary range: $7,980.00 - $9,994.00 per month. Effective July 1, 2025, a temporary pay reduction applies under the Personal Leave Program (PLP) 2025; details at CalHR’s PLP page. New hires start at the minimum salary.

One permanent, full-time position located in San Francisco County with hybrid telework.

About the role

Under general direction of the Program and Project Supervisor, the Consumer Protection Analyst will focus on oversight of Core Transport Agents (CTAs)—non-utility natural-gas providers that sell fuel while the utility delivers it. The CPUC does not regulate CTA rates but provides consumer-protection oversight. The analyst may also be assigned to renewable-gas policy proceedings.

Responsibilities

  • Register Core Transport Agents (CTAs).
  • Draft an annual report on CTA activities.
  • Support regulatory proceedings that impact CTAs.
  • Analyze and interpret laws, regulations, and policies to administer or improve programs.
  • Prepare reports, briefing documents, and online-posting materials.
  • Maintain cooperative working relationships on cross-functional projects.

Qualifications

Applicants must meet the Minimum Qualifications stated in the Classification Specification for PUBLIC UTILITIES REGULATORY ANALYST III. The State may also consider candidates qualified for PUBLIC UTILITIES REGULATORY ANALYST II ($7,269.00 - $9,094.00).

Special requirements

  • Describe your experience analyzing and interpreting laws, regulations, policies, or regulatory requirements to administer or improve a program.
  • Describe your experience writing reports, briefing documents, and/or preparing information for online posting.
  • Describe your experience working on projects while maintaining cooperative working relationships with others.
