About the role

Under general direction of the Program and Project Supervisor, the Consumer Protection Analyst will work on oversight of Core Transport Agents (CTAs)—non-utility natural gas providers who sell fuel to customers while the utility delivers it. The CPUC does not regulate CTA rates but provides consumer protection through registration, annual reporting, and support of related proceedings. The analyst may also be assigned to renewable gas policy proceedings.

Responsibilities

• Register Core Transport Agents (CTAs) and maintain oversight of their operations.
• Draft an annual report on CTA activities and consumer protection issues.
• Support regulatory proceedings that impact CTAs and renewable gas policies.
• Analyze and interpret laws, regulations, and policies to administer or improve programs.

Qualifications

Applicants must meet the Minimum Qualifications stated in the Classification Specification for PUBLIC UTILITIES REGULATORY ANALYST III or be eligible for consideration under PUBLIC UTILITIES REGULATORY ANALYST II.

Requirements

• Experience analyzing and interpreting laws, regulations, policies, or regulatory requirements to administer or improve a program.
• Experience writing reports, briefing documents, and/or preparing information for online posting.
• Experience working on projects while maintaining cooperative working relationships with others.
• Clear communication skills and pragmatic problem-solving ability.
• If using education to meet minimum qualifications, submit transcripts (foreign degrees require U.S. equivalency verification).

• Describe your experience analyzing and interpreting laws, regulations, policies, or regulatory requirements to administer or improve a program.
• Describe your experience writing reports, briefing documents, and/or preparing information for online posting.
• Describe your experience working on projects while maintaining cooperative working relationships with others.

Pay

• PUBLIC UTILITIES REGULATORY ANALYST III: $7,980.00 – $9,994.00 per month
• PUBLIC UTILITIES REGULATORY ANALYST II (alternate consideration): $7,269.00 – $9,094.00 per month

Schedule

• Permanent, full-time position.
• Hybrid telework arrangement.
• Work location: Sacramento County.
