Consumer Protection Analyst

About the Role

Under general direction of the Program and Project Supervisor, the Consumer Protection Analyst will work on issues related to Core Transport Agents (CTAs)—non-utility natural gas providers who sell fuel to customers while the utility delivers it. While the CPUC does not regulate CTA rates, it provides oversight and consumer protection. The role involves registering CTAs, drafting an annual report, and supporting proceedings that impact CTAs. The analyst may also be assigned to renewable gas policy proceedings.

Responsibilities

• Analyze and interpret laws, regulations, policies, or regulatory requirements to administer or improve programs related to Core Transport Agents (CTAs) and renewable gas policy.
• Register CTAs and ensure compliance with state regulations.
• Draft an annual report on CTA activities and oversight.
• Support proceedings that impact CTAs, including policy development and stakeholder engagement.
• Prepare reports, briefing documents, and online postings for public and internal use.
• Maintain cooperative working relationships with team members, stakeholders, and other state agencies.

Qualifications

Applicants must meet the Minimum Qualifications stated in the Classification Specification for PUBLIC UTILITIES REGULATORY ANALYST III or PUBLIC UTILITIES REGULATORY ANALYST II. Experience in public utilities, transportation, economics, finance, or policy is required. Candidates using education to qualify must submit transcripts or foreign degree equivalency verification.

Special Requirements

Applicants must submit a Statement of Qualifications (SOQ) addressing the following questions in no more than two pages (11-point Arial font, single-spaced):

• Describe your experience analyzing and interpreting laws, regulations, policies, or regulatory requirements to administer or improve a program.
• Describe your experience writing reports, briefing documents, and/or preparing information for online posting.
• Describe your experience working on projects while maintaining cooperative working relationships with others.

Failure to submit a completed SOQ may disqualify applicants from consideration.

Pay

• PUBLIC UTILITIES REGULATORY ANALYST III: $7,980.00 - $9,994.00 per month
• PUBLIC UTILITIES REGULATORY ANALYST II (if considered): $7,269.00 - $9,094.00 per month

New state employees are hired at the minimum salary of the classification. Salary ranges exclude the temporary Personal Leave Program (PLP) 2025 reduction, which temporarily reduces pay in exchange for leave hours to address budget shortfalls. For details, visit CalHR’s PLP page.
