About the role

The Role: As a fully qualified, experienced professional on GM’s Human Resources and Global Mobility team, you will independently lead the operational management, governance, and continuous enhancement of GM’s global immigration programs. Using deep professional expertise, independent judgment, and minimal guidance, you will ensure compliance, consistency, strong employee experience, and alignment with business and workforce needs.

Serving as a trusted partner to Human Resources, Legal, Talent Acquisition, business leaders, and external immigration counsel, you will analyze broad and non-standard challenges for program and complex employee cases and develop practical options and translate regulatory and business changes into scalable operational solutions. You will develop, recommend, and execute a global immigration strategy; establish consistent policies, governance standards, playbooks, service expectations, data, and reporting while allowing for local requirements; and drive continuous improvement across processes, technology, stakeholder experience, and workforce planning.

Responsibilities

  • Own the execution, performance, and governance of assigned immigration programs, using independent discretion to prioritize work, manage risks, and deliver outcomes aligned with regulatory requirements, GM policies, and business objectives.
  • Independently develop, recommend, and execute global immigration strategies, roadmaps, and operating plans that address workforce needs, regulatory change, business priorities, and local-market requirements.
  • Develop and maintain operating procedures, playbooks, service standards, governance frameworks, escalation pathways, and documentation that support consistent, compliant, and scalable program delivery.
  • Monitor immigration, work authorization, employment, and related regulatory developments; use professional analysis to assess impacts on workforce planning, employees, processes, systems, vendors, and business operations.
  • Translate regulatory and business changes into prioritized operational requirements, implementation plans, stakeholder communications, and governance actions, anticipating downstream impacts and addressing potential obstacles early.
  • Use advanced analytical and problem-solving techniques, data, metrics, and operational insights to identify trends, risks, root causes, and opportunities; evaluate alternatives; and recommend solutions that improve compliance, service delivery, and functional effectiveness.
  • Identify opportunities to improve internal processes, services, and structures; lead initiatives from analysis through implementation; and measure results to demonstrate value and inform future strategy.
  • Serve as a trusted subject matter expert, advising Human Resources, Talent Acquisition, managers, business leaders, and employees on immigration and work authorization considerations related to hiring and other cross-border employment matters.
  • Translate complex immigration requirements and broad, sometimes incomplete information into practical guidance, clear recommendations, and actionable stakeholder decisions.
  • Influence outcomes through credibility and persuasion when perspectives, past practices, or priorities differ.
  • Collaborate across Legal, Human Resources, Payroll, Tax, Technology, and business teams to align immigration requirements with workforce and business objectives, providing context and clarity for each audience.
  • Lead and support immigration program modernization efforts, including process redesign, technology enhancements, change management initiatives, bounded experimentation, and operational excellence projects that advance the broader function.

Qualifications

  • Bachelor’s degree in human resources or a related discipline
  • 7+ years of work experience in Global Mobility, international HR or a related field
  • Policy project management and problem-solving skills to support programs such as all Global Mobility programs including immigration, compensation, and taxes
  • Extensive knowledge of U.S. Employment based Immigration (non-Immigrant & Immigrant) regulations, processes, and compliance requirements
  • Able to deal with the ambiguous issues and complexities of a large multinational company
  • Able to analyze issues or processes and develop robust recommendations or project outcomes
  • Experience in managing third-party vendors with ability to build and maintain effective relationships, ensure compliance and service delivery.

  • Compensation: The compensation information is a good faith estimate only. It is based on what a successful applicant might be paid in accordance with applicable state laws. The actual base salary a successful candidate will be offered within this range will vary based on factors relevant to the position, as well as geography of the selected candidate. The salary range for this role is $88,100 - $140,700. The actual base salary a successful candidate will be offered within this range will vary based on factors relevant to the position.
  • Bonus Potential: An incentive pay program offers payouts based on company performance, job level, and individual performance.

Schedule

This role is based remotely, but if the selected candidate lives within a specific mile radius of a GM hub, they will be expected to report to the location three times a week {or other frequency dictated by your manager}.

This job is not eligible for relocation benefits. Any relocation costs would be the responsibility of the selected candidate.
