Construction Safety Specialists
Position Overview
We are currently seeking highly qualified Construction Safety Specialists to support large-scale capital construction projects across multiple facilities in New York and New Jersey. This position is responsible for ensuring compliance with all construction safety regulations, contractor safety programs, fire safety standards, and agency-specific procedures on active infrastructure and heavy civil construction projects. The Construction Safety Specialist will oversee contractor safety compliance, conduct site audits and inspections, investigate incidents and near misses, provide detailed reporting, and work closely with project teams, Port Authority representatives, contractors, and regulatory agencies to maintain safe construction operations.
Key Responsibilities
- Review construction contracts, drawings, specifications, and project documentation to ensure safety compliance.
- Monitor contractor compliance with OSHA regulations, FDNY requirements, NYC DOB regulations, local laws, and all applicable safety standards.
- Review contractor Health & Safety Plans and ensure adherence to approved safety procedures.
- Conduct field audits, inspections, and evaluations of construction operations, equipment, work practices, and site conditions.
- Ensure compliance with Job Hazard Analyses (JHAs), approved work plans, and accepted safety programs.
- Evaluate effectiveness of contractor safety programs and recommend corrective actions when necessary.
- Conduct accident, incident, and near-miss investigations.
- Perform root cause analysis and recommend preventive and corrective measures.
- Prepare Preliminary Information Reports and detailed investigation findings.
- Maintain detailed daily safety reports including photographs, observations, deficiencies, and corrective actions.
- Collaborate with Port Authority Resident Engineers, Agency Safety Representatives, Integrity Monitors, contractors, stakeholders, and insurance representatives.
- Communicate professionally with OSHA inspectors, FDNY representatives, contractors, project management teams, and field personnel.
- Participate in safety meetings and provide technical safety recommendations.
- Perform comprehensive site audits across multiple active construction sites.
- Monitor heavy civil infrastructure and capital construction activities for compliance with safety regulations.
- Assess hazards associated with construction equipment, work processes, fire safety, and environmental conditions.
- Ensure corrective actions are implemented promptly and effectively.
Required Qualifications
- Minimum 5 years of construction safety experience within construction or infrastructure environments.
- Experience conducting accident investigations, hazard assessments, and accident prevention programs.
- Valid NYC DOB Site Safety Supervisor (SST) Card required.
- OSHA 30-Hour Construction Safety Certification required.
- Valid driver's license required.
- Strong knowledge of OSHA 1926 Standards, NYC DOB Codes, FDNY regulations, and local construction safety laws.
- Familiarity with DOT, DEP, NFPA standards, NYC and NJ Fire Codes, and Rules of the City of New York.
- Experience evaluating contractor safety and fire safety programs.
- Strong understanding of:

- Construction safety auditing
- Strong communication, organizational, and interpersonal skills.
- Proficiency in Microsoft Office Suite and construction safety management software.
- Experience working on major capital construction or heavy civil infrastructure projects.
Preferred Qualifications
- CHST certification or equivalent safety credential preferred.
- Bachelor's degree in Safety Management, Construction Management, or related safety field preferred.
- Previous experience supporting Port Authority projects strongly preferred.
Physical & Work Environment Requirements
- Ability to work outdoors in all weather conditions.
- Ability to walk and navigate large active construction sites for extended periods.
- Ability to climb ladders, stairs, and scaffolding.
- Ability to bend, lift, move objects, and access challenging construction areas.
- Ability to work rotating shifts, weekends, holidays, overtime, and extended hours as needed.
