Construction Project Manager - Water & Wastewater Engineering Division

About the Role
This role is a professional and administrative position in the design and management of construction projects of varying scope for Water and Wastewater Services. Work involves responsibility for authorizing and monitoring the work of architectural and engineering consultants and contractors engaged in the design and construction of a variety of water/wastewater utility and related construction projects. Responsibilities may include managing several projects simultaneously in various phases of development, including planning, consultant selection, design management, contractor selection, construction management, inspection, and warranty administration. The role provides technical support to the prioritization, planning, and construction of various water and wastewater utility projects within the County service areas.
Responsibilities
- Develops and prepares engineering plans and designs for a variety of construction projects; estimates quantities and costs of such projects.
- Assists consultants in the development of construction projects; issues work orders to consultants, surveyors, and testing labs; reviews consultant's plans and specifications at various stages of development for conformance to design standards, completeness, and accuracy; monitors consultant's cost estimates and verifies consultant's invoices and recommends payment.
- Coordinates bid advertisements; schedules and assists in conducting pre-bid conferences; assists in evaluating bids and making recommendations for award of contract.
- Schedules and assists in conducting pre-bid construction meetings with consultants, contractors, and subcontractors; issues Notice to Proceed to contractors; reviews field inspection reports.
- Assists in the preparation of schedules and monitors construction progress; assists in the preparation of change orders; maintains records of consultant's payments.
- Assists in the inspection of projects for substantial completion and prepares punch list of any deficiencies; arranges for correction of defects by contractor during warranty period and conducts inspection at end of warranty period to ensure correction of defects.
- Prepares required paperwork for capitalizing and closing the project; performs special investigations, site analyses, and feasibility studies as required and submits technical and management reports.
- Meets with consultants, contractors, utility organizations, city, state, federal agencies, civic associations, business and community leaders, property owners, and attorneys; assists with the preparation of the budget for capital expenditures.
- Makes recommendations regarding hiring, discipline, and promotions of subordinates; authorizes leave; evaluates employee performance.
- Performs related work as assigned.
Requirements
- Associate degree from an accredited college or university with major coursework in architecture, civil engineering, construction management, or a closely related field.
- Eight (8) years of professional engineering and/or construction management experience relevant to the area of assignment or closely related experience.
- Possess and maintain a valid Florida Class E Driver's License based on area of assignment.
Qualifications
Preferences include:
- Bachelor's Degree or higher in Civil Engineering, Public Administration, or a closely related field.
- Florida Professional Engineer (PE) License.
- Project Management Professional (PMP) Certification.
- Construction Professional in Built Environment Projects (PMI-CP)™ Certification.
- Leadership in Energy and Environmental Design (LEED) Certification.
- Broward County Licensed General Building Contractor; or Specialty Building Contractor; or Engineer/Specialty Engineering Contractor.
- At least two (2) years of experience in the design, construction, and/or maintenance of water/wastewater utility, industrial process, and/or power plants.
- At least two (2) years of governmental procurement experience.

Work Environment
