About the role

This role oversees federal construction projects in the Northern Virginia area, primarily based in Quantico, VA. The Construction Project Manager manages task orders under a Job Order Contract (JOC), leads bidding efforts, and ensures successful delivery of multiple projects across federal installations. Responsibilities

  • Manage multiple federal construction projects located on various federal installations, with a primary focus on Quantico, VA.
  • Oversee task orders on a JOC (Job Order Contract), ensuring scope, schedule, budget, and quality requirements are met.
  • Lead bidding efforts for task orders, including reviewing project scopes, preparing proposals, and coordinating pricing.
  • Perform cost estimating activities, including breaking down scopes of work, developing unit pricing, and soliciting bids from subcontractors and suppliers.
  • Utilize RS Means, unit pricing methodologies, and/or E4 Clicks to develop accurate and competitive estimates.
  • Plan and manage project schedules, including critical path development, monitoring, and adjustments to keep projects on track.
  • Coordinate and delegate tasks to project teams, superintendents, and subcontractors to maintain effective workflow and project progress.
  • Oversee subcontractor management, including selection, contract administration, performance monitoring, and issue resolution.
  • Ensure quality control and quality assurance across all phases of construction, verifying compliance with plans, specifications, and federal requirements.
  • Review and manage construction documents, including drawings, specifications, and design changes, and communicate impacts to stakeholders.
  • Lead project coordination efforts, including RFIs, change orders, and other contract documentation, to maintain accurate project records.
  • Manage change order processes, including scope validation, pricing, negotiation, and documentation.
  • Support site development, tenant fit-outs, ground-up construction, and base building projects as needed.
  • Collaborate with federal stakeholders, general contractors, and internal teams to ensure clear communication and project alignment.
  • Monitor project performance and participate in annual bonus-related metrics tied to project growth, completion timelines, and overall success.

Essential Skills

  • Minimum of 5+ years of experience as a Construction Project Manager, specifically on federal contracts.
  • Experience managing IDIQ or JOC contracts, including task-order administration and execution.
  • Demonstrated experience performing cost estimating, including breaking down scopes of work and soliciting bids from contractors.
  • Proficiency with unit-pricing contracts (JOC) and related estimating practices.
  • Experience using RS Means and/or E4 Clicks for estimating and unit pricing.
  • Strong project management skills covering scheduling, critical path planning, and project coordination.
  • Proven ability to manage subcontractors effectively, including performance oversight and communication.
  • Solid understanding of construction management principles, including quality control and quality assurance in a federal environment.
  • Ability to manage RFIs, change orders, and construction documents throughout the project lifecycle.
  • Strong communication skills with the ability to delegate tasks and collaborate with diverse project stakeholders.
  • Experience working with general contractors and on federal construction projects.
  • Knowledge of site development, tenant fit-out, ground-up construction, and base building projects.

Additional Skills & Qualifications

  • Experience in construction management or a related field is beneficial.
  • Familiarity with OSHA standards and quality assurance practices in construction environments.
  • Experience working on long-term federal contracts and task-order based projects.
  • Comfort working within growing organizations that expand through sister companies and new business lines.

  • Must be able to obtain and maintain a security clearance.

Work Environment

This position is based locally in the Quantico, VA area, supporting federal projects across multiple installations. Typical work hours are approximately 7:30 a.m. to 3:30 p.m. The work environment blends office-based project management with visits to active construction sites as needed. Business casual attire is appropriate. The organization offers a supportive atmosphere with amenities such as a golf simulator, workout area, and other games for employees, along with quarterly company gatherings to foster team morale.

Pay

The pay range for this position is $85,000.00 – $130,000.00 per year. Individual compensation offered within this range will depend on qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
