The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees.

About the role

The Bureau of Environmental Planning and Analysis (BEPA), within the Bureau of Sustainability, is responsible for implementation of the Unified Stormwater Rule (USWR) through its Stormwater Construction and Maintenance Permitting Unit. The USWR requires stormwater management for construction on public and private properties to:

• Protect City infrastructure from polluted stormwater runoff generated from construction activities,
• Reduce or slow down stormwater entering sewers during wet weather, and
• Improve the quality of NYC’s waterways.

The Stormwater Construction and Maintenance Permitting Unit reviews Stormwater Pollution Prevention Plans, issues Stormwater Construction Permits, and oversees sites through the Notice of Termination and Maintenance Permit closeout process. The unit also tracks permitting metrics, identifies process improvements, engages with developers and industry representatives, and ensures compliance with water quality objectives under CSO and MS4 mandates.

Responsibilities

• Review site civil drawings for compliance with City rules and the Construction General Permit.
• Inspect sites during and after construction for compliance with stormwater construction and maintenance permits, requiring knowledge of hydrology, hydraulics, and pollution prevention practices.
• Check as-built plans submitted by applicants to confirm conformance with rules.
• Participate in field survey operations (e.g., acting as instrument person, rodman, chainman, or chief of party).
• Prepare reports and correspondence, and maintain records.
• Communicate orally and in writing to clarify program and permit requirements, penalties for noncompliance, and benefits of compliance.
• Respond to complaints related to stormwater discharges from construction sites.

Requirements

A four-year high school diploma or equivalent, plus one of the following:

• Five years of full-time experience managing and/or inspecting construction projects with a total cost of at least $300,000 for each of the five years; or
• One year of the above experience plus a baccalaureate degree in engineering, engineering technology, architecture, architectural technology, landscape architecture, construction, construction technology, or construction management from an accredited college; or
• One year of the above experience plus a valid license as a professional engineer, registered architect, or registered landscape architect; or
• A combination of at least two years of the above experience and the education described in the second bullet, totaling five years of education and experience.

Matriculation in an undergraduate degree program may substitute for experience (30 semester credits = 1 year, up to 3 years). Candidates must document each project’s description, time period, work performed, and budget.

At the time of appointment, candidates must possess and maintain a valid New York State driver license. Moving violations, license suspension, or accident records may disqualify candidates.

• Good understanding of hydrology and hydraulics.

Pay

$78,740.00 – $90,551.00

This position is open to qualified persons with a disability through the 55-a Program. Public Service Loan Forgiveness may be available. New York City residency is not required.
