Construction Program Manager-Transportation
Job Summary
Loudoun County’s Department of Transportation & Capital Infrastructure is seeking an experienced and motivated Construction Program Manager to oversee a complex transportation construction program. The Construction Program Manager will lead and manage a team of construction professionals, coordinate the procurement of professional services and construction contracts, oversee multiple complex transportation, pedestrian and bicycle facilities, roadway, and intersection improvement projects, ensure the work is executed in accordance with approved plans, specifications, the project schedule, and the budget, prepare various reports on projects and program, provide updates to Leadership on project status and issues, oversee constructability and biddability reviews of projects in design, present to community organizations, other County departments, the Loudoun County Board of Supervisors, Planning Commission, and in other public forums on capital transportation construction issues, engage with stakeholders, community members, and decision-makers, facilitate collaborative discussions, address concerns, and foster consensus among diverse groups, maintain a professional work environment in accordance with County policies and procedures.
Duties Include, But Are Not Limited To

- Oversee multiple complex transportation, pedestrian and bicycle facilities, roadway, and intersection improvement projects in the county’s Capital Improvement Plan (CIP) during construction and post construction phases.
- Ensure the work is executed in accordance with approved plans, specifications, the project schedule, and the budget.
- Prepare various reports on projects and program; provide updates to Leadership on project status and issues.
- Oversee constructability and biddability reviews of projects in design.
- Present to community organizations, other County departments, the Loudoun County Board of Supervisors, Planning Commission, and in other public forums on capital transportation construction issues.
- Employ exceptional interpersonal and communication skills to engage with stakeholders, community members, and decision-makers.
- Facilitate collaborative discussions, address concerns, and foster consensus among diverse groups.
- Maintain a professional work environment in accordance with County policies and procedures.
Qualifications
- A bachelor’s degree in Engineering from a four-year college or university accredited by the Accreditation Board for Engineering and Technologies with coursework related to the assigned area; six (6) years of professional engineering and construction management work experience of a complex nature with direct design as well as administrative experience, including three (3) years in a supervisory or management role; or equivalent combination of education and experience.
- A comprehensive knowledge of the theory, principles, practices, and techniques of contract management and construction techniques is strongly preferred.
- Experience in construction management software, such as e-Builder, is desirable.
