Construction Manager, Water/Waste Water Infrastructure

About the Role

Parsons Corporation is seeking experienced Construction Managers to oversee Water and Waste Water Projects in Southern Nevada. In this role, you will build and lead a strong team of multi-disciplined professionals supporting major water and wastewater infrastructure projects.

Responsibilities

• Oversee pre-construction and construction services for CMAR, Design-Build, and Design-Bid-Build contracts.
• Establish and manage the Construction Management Plan, Site Specific Health and Safety Plan, Quality Assurance/Quality Control Plan, and other required documents.
• Supervise inspectors on assigned projects and lead pre-construction activities, including coordination with agency stakeholders, designers, utility owners, regulatory agencies, and alternative delivery contractors.
• Supervise testing subcontractors and coordinate the drafting of requisitions, subcontract scopes of work, amendments, and task orders.
• Evaluate contractor cost estimates, Guaranteed Maximum Price (GMP) proposals, design packages, value engineering recommendations, and change proposals for accuracy and alignment with agency objectives.
• Monitor project schedules and phasing plans, identifying potential impacts to critical path activities and implementing corrective actions.
• Establish safety and emergency procedures; conduct weekly site inspections with the contractor’s safety representative.
• Oversee construction activities, managing contractor performance related to safety, quality assurance, environmental compliance, labor compliance, permits, inspections, and contract adherence.
• Coordinate and facilitate meetings among contractors, designers, agency leadership, third-party stakeholders, and regulatory authorities to resolve issues and maintain project alignment.
• Analyze project risks throughout the lifecycle, developing mitigation strategies for budget, schedule, technical, utility, right-of-way, and construction challenges.
• Administer contract processes, including change orders, claims avoidance and resolution, RFIs, submittals, progress payments, and contingency management while maintaining comprehensive documentation.

Qualifications

• Bachelor’s degree in Civil Engineering or a construction-related field.
• 15+ years of construction management experience with related projects.
• 10+ years of experience managing projects for public agencies.
• Demonstrated experience managing projects with construction values exceeding $100 million.

Preferred Qualifications

• Professional Engineer (PE) or Certified Construction Manager (CCM) preferred.
• Major water/wastewater infrastructure project experience strongly preferred.
• Experience delivering projects using alternative delivery methods.

Pay

Salary Range: $125,100.00 - $225,200.00
