Construction Manager / Resident Engineer — Roadway Construction
PMCS Group, Inc. is a project and construction management consulting firm headquartered in Long Beach, California, providing services to public agencies throughout Southern California. We are staffing an on-call Caltrans District 7 contract for roadway construction services covering Los Angeles and Ventura Counties. Must live in or relocate to the Los Angeles / Ventura County, CA area.
About the Role
We are seeking a California-registered Civil Engineer to serve as Consultant Resident Engineer on Caltrans District 7 highway construction projects. Working under the direction of the Caltrans Responsible Charge Construction Engineer, you will administer the construction contract between Caltrans and the prime contractor — leading a team of inspectors, materials testers, and office personnel, and owning day-to-day contract administration, safety, schedule, environmental compliance, and closeout.
Responsibilities
- Administer the roadway construction contract day to day, interpreting and enforcing complex specifications and documenting contractor work on Caltrans CEM forms.
- Direct inspectors, materials testers, and office personnel; set testing and inspection priorities based on the contractor's order of work; and brief the team and the CRCCE in weekly meetings.
- Hold responsibility and authority for the traffic control plan and project safety — monitor the contractor's safety program, administer COZEEP, file weekly safety reviews, and suspend operations where imminent hazards exist.
- Review and monitor the contractor's CPM schedule, provide time impact analyses, and prepare daily records, weekly status reports, and project correspondence.
- Track expenditures, forecast costs, prepare monthly progress payment estimates, and administer change orders and force account work.
- Respond to RFIs and potential claim records, facilitate Dispute Resolution Board meetings, and work to resolve disputes before they escalate.
- Monitor and verify environmental commitments through the ECR, administer SWPPP/WPCP compliance and BMPs, and prepare agency reporting.
- Administer labor compliance, EEO, and DBE/DVBE requirements at the project level, including CUF determinations and apprentice tracking.
- Coordinate utility relocations with utility owners, the District utility coordinator, and adjacent property owners and businesses.
- Coordinate construction surveys and AMG with the District Surveys Unit, and perform minor surveying using GPS-based tools.
- Facilitate final inspection and contract acceptance, and deliver as-built plans within 30 days of acceptance.
Requirements
- Registered Civil Engineer licensed in California and in good standing with BPELSG throughout the contract period.
- Minimum six (6) years leading construction management of roadway or highway projects.
- Prior service performing all functions and responsibilities of a Resident Engineer administering construction contracts.
- Working knowledge of Caltrans Standard Specifications, Construction Manual, and CEM documentation.
- Experience reviewing CPM schedules and providing expert comments, and maintaining organized project files for record tracking and audit.
- Familiarity with California prevailing wage requirements, DBE/DVBE monitoring, and invoice review for accuracy prior to agency approval.
- Experience with project partnering, coordination meetings, and quality control procedures for conflict management and milestone review.
- Knowledge of applicable safety requirements, including health and safety of personnel working in hazardous environments.
