About the role

PMCS Group is a project and construction management firm headquartered in Long Beach, California, providing owner-side program support to public agencies. As an OAR I, you represent our client’s interests from pre-construction through certification and financial close-out. You are the owner's decision-maker in the field: managing budget and schedule, directing the contractor's daily activities, negotiating change orders, and driving school projects to DSA certification.

Responsibilities

  • Manage, oversee, and coordinate all phases of assigned projects — pre-construction, bid and award, construction, and close-out
  • Review pre-construction documents and provide comments to the Designer as necessary
  • Plan, organize, and prepare status and progress reports for Client upper management
  • Coordinate with outside public agencies during pre-construction and construction to comply with all off-site work requirements, and coordinate across Client and project staff
  • Manage project budget and schedule to the Client’s qualitative standards, monitoring budget monthly to ensure it accurately reflects project status and progress
  • Direct the contractor's daily activities, review construction schedules and submittals, and coordinate responses to Requests for Clarification (RFCs) and related documents
  • Review substitution submittals to confirm compliance with specifications and Client requirements
  • Receive, review, and negotiate Contractor Change Order Proposals to achieve fair and reasonable pricing under the General Conditions, and address associated schedule impacts per the project specifications
  • Review the payment process and monitor payments to contractors, architects, engineers, and other parties
  • Administer the provisions of Professional Service Agreements between Architects and the Client
  • Coordinate District delivery of related fixtures, furniture, and equipment (FF&E)
  • Monitor and manage project close-out through Division of the State Architect (DSA) certification and financial close-out
  • Perform other related duties as assigned

Requirements

Experience

  • Ten (10) years of full-time paid professional experience in construction and/or a combination of project and construction management on commercial and/or public/educational facility construction
  • Of those ten years, at least three (3) years with full responsibility for coordinating complex projects with construction values exceeding $10M

Education — one of the following three paths:

  • Bachelor's degree in architecture, engineering, or construction management from a recognized college or university; OR
  • Bachelor's degree in any field from a recognized college or university, and the ability to complete the Certified Construction Manager (CCM) credential within one (1) year of employment in the LAUSD Facilities Services Division; OR
  • A valid Certified Construction Manager (CCM) credential in lieu of the education requirement

Preferred Qualifications

Candidates who meet the minimum qualifications above are encouraged to apply. The following are considered advantageous:

  • Design-Build delivery experience
  • Building Information Modeling (BIM)
  • LEED-certified projects and/or Collaborative for High Performing Schools (CHPS) projects
  • Division of the State Architect (DSA) construction and design processes
  • Safety and OSHA regulations — OSHA 30 minimum
  • Valid California registration as an Architect (California Architects Board) or Professional Engineer (Board for Professional Engineers, Land Surveyors, and Geologists)
  • Valid CCM credential issued by the Construction Manager Certification Institute (CMCI)
