Project: Electronic Health Record Modernization (EHRM) infrastructure upgrades. Anticipated start date: August/September 2026. Duration: 3 years.
About the Project
The intent of this contract is to expand the VA’s capabilities for contract management oversight of projects and project support services. The required support shall meet the EHRM infrastructure upgrades at the Jack C. Montgomery VAMC. All proposed personnel must be United States citizens and obtain a favorable National Agency Check (NACI).
Responsibilities
- Provide on-site professional and technical consultative assistance related to operations, renovation, and new construction programs supporting EHRM.
- Assist the Contracting Officer and the Contracting Officer’s Representative in project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of EHRM design and construction projects.
- Monitor construction for Quality Assurance and prepare, analyze, and identify incongruities and deficiencies in the contractor’s work relative to construction documents.
- Understand the baseline schedule and assist in determining the value of acceptable work in place.
- Conduct or attend weekly or bi-weekly progress meetings to review and monitor projects and project schedules, including review of construction contractor payment requirements.
- Assist in issue resolution by maintaining thorough records of occurrences, contracts, and other construction-related matters.
- Perform scheduling, conduct and document regular progress meetings with all interested parties to review project status, discuss problems, and resolve issues.
- Monitor the services of an independent testing agency/laboratory for project-specific quality control testing and inspection services (e.g., soils, concrete, steel, roofing, curtain walls/glazing, elevator installations).
- Perform additional construction-related services, including:
- Maintaining marked-up sets of project plans and specifications for future as-built drawings.
- Performing routine inspections of construction as work proceeds, identifying non-conforming work, and notifying the VA and general contractor when corrections are required.
- Compiling lists of defects and omissions through thorough site inspections and providing these to the contractor for correction.
- Monitoring project financial data and budgetary cost accounting.
- Assisting in relocation efforts and administration of construction contract change orders (preparing cost estimates, reviewing cost proposals).
- Reviewing submittals, Requests for Information (RFIs), and responses.
- Maintaining daily logs of activity.
- Coordinating owner-supplied equipment.
- Managing operational and maintenance data.
- Handling closeout submittals and other services as required by the VA.
Requirements
- Minimum of three (3) years of construction field experience performing similar Construction Manager/Administrator (CM-CA) tasks.
- Working knowledge of construction practices, including Quality Assurance, Safety, Time, Cost, Change, and Information Management.
- Familiarity with site operations of general and sub-contractors and the process of managing building construction operations.
- Experience in preparing, analyzing, and identifying incongruities and deficiencies in contractor work relative to construction documents.
- Understanding of baseline schedules and assisting in determining the value of acceptable work in place.
- Demonstrated ability to present three projects of similar scale and difficulty where the candidate held a comparable position.
- Strong communication, language, and software skills, with the ability to utilize a variety of software programs to monitor, update, and produce work products, and compile data and records.
Preferred Qualifications
- Technical degree in Construction Management, Engineering, or a related field (preferred but not required if applicable construction administration experience is demonstrated).
- Experience as a Construction Manager/Administrator (CMa) managing VA projects.
- Experience as a CMa managing medical projects.
Pay
$80,000 – $105,000
