Responsibilities

• Provide professional project construction management and leadership on multiple large, complex healthcare and research projects at HHSC campus.
• Direct design and construction firms and administer contracts to meet project goals.
• Provide constructability input during the project design phase.
• Manage the construction, commissioning, and turn-over of major higher education capital projects by providing project leadership, communication, coordination, and conflict resolution.
• Oversee a project portfolio averaging 1-3 active projects with values of $50M–$100M, including budget, schedule, quality assurance, and coordination of construction services.
• Drive progress of consultants and contractors to achieve expected project functionality; recommend alternatives to recover negative drift.
• Facilitate timely decisions by campus representatives and report progress/issues impacting project goals to stakeholders.
• Lead Pre-Construction and Monthly Owner Meetings.
• Advocate for the HHSC campus in contract negotiations and issue resolution with integrity.
• Review and approve construction contracts, changes, technical service contracts, Guaranteed Maximum Price submittals, buy-out documents, pay applications, etc.
• Issue Field Orders for minor changes in the work and facilitate required approvals.
• Ensure projects are constructed in compliance with project documents, OFPC processes, and state/federal regulations.
• Maintain project documentation, including change orders, Requests for Information, Submittal & Shop Drawing approvals, Substitution Requests, and Observation Reports.
• Coordinate A/E construction administration and third-party testing/inspection service contracts (e.g., testing/balancing consultants, commissioning consultants, life safety inspections, TDLR inspections).
• Ensure accuracy of work-in-place calculations and elements of monthly Payment Applications (e.g., Primavera schedule updates, surety releases, bonds, payroll, wage rates, subcontracts, HUB participation, retainage release).
• Support Project Manager and institution staff during project design in managing construction activities and processes; participate in RFQ/RFP selection committees as requested.
• Monitor and document job site safety, Storm Water Pollution Protection Plan Best Management Practices, inspections, and posted notifications; ensure follow-up of remedial action by contractors.
• Facilitate contractor involvement during the warranty period; monitor chronic warranty issues, lead one-year warranty walk-throughs, and report findings.
• Serve as primary project liaison with campus staff, facility user groups, operations, and administration during design and contract administration to manage expectations, resolve conflicts, and facilitate decisions.
• Provide guidance, support, and leadership to the OFPC construction team; assign inspection staff for critical field installations, mock-ups, concealed space/substantial completion inspections, field testing, lab testing, test/balance, fabrication plant inspections, and final inspections.
• Evaluate Construction Inspector (CI) performance and request resources from Sr. Project Manager as needed.
• Stay current with Codes and Regulations applicable to design and construction (e.g., International Building Codes, NFPA 101, TDLR, OSHA, ADA, ASHRAE 90.1, SWPPP, and special requirements for healthcare, research labs, or local jurisdictions).
• Collaborate with OFPC colleagues to initiate and develop process improvements.

Requirements

• Bachelor’s degree in construction, architecture, or engineering with a minimum of 5 years of project construction management experience.
• Technical certifications and years of construction management experience may be considered in lieu of a degree.
• Must be local or willing to work on-site in Amarillo, TX.
