Construction Manager

About the Role
APSI is seeking a Construction Manager to serve as the Owner’s Agent (CMa) in support of the U.S. Postal Service (USPS) on a significant renovation project in Gardner, Kansas. The project involves an approximately 1,000,000 square-foot facility that will remain partially occupied and operational throughout construction. The scope of work includes major mechanical and electrical system improvements, IT and security upgrades, select structural and architectural work, and construction of a new parking lot and perimeter road. Multiple contractors will be installing new equipment while other construction activities are underway, requiring strong coordination, communication, and careful management of work within an active facility.
Responsibilities
- Act as the project’s primary Construction Manager, providing sound and proactive management advice to ensure the project is run safely and all applicable contract standards are met.
- Function as a collaborative member of the combined project team, offering guidance and expertise throughout the construction phases.
- Develop a full understanding of the project contract documents, end user goals, and requirements, then monitor, assess, coordinate, and oversee construction work on behalf of the Owner.
- Coordinate submittal reviews and manage the submittal process, ensuring the General Contractor meets specification requirements. Establish and monitor a submittal review process with the General Contractor and support timely reviews by all stakeholders.
- Analyze shop and working drawings, advising A/Es on the availability of labor and materials.
- Monitor project financial data and budgetary cost accounting, including administration of construction contract change orders. Maintain spreadsheets for project funds allowances, obligations, payments, balances, planned expenditures, and assist in documenting change orders (preparing cost estimates, reviewing cost proposals, and preparing change order packages).
- Prepare and maintain construction phase schedules, coordinate with the General Contractor, compare project progress against schedules, address schedule slippages, and recommend adjustments.
- Conduct or attend weekly or bi-weekly project meetings to review schedules, monitor progress, and discuss construction contractor payment requirements. Prepare agendas, take meeting minutes, and follow up on action items.
- Assist in issue resolution by maintaining thorough records of occurrences and construction-related matters to support conflict resolution.
- Monitor testing and inspection services, including oversight of independent testing agencies/laboratories for quality control testing (e.g., soils, concrete, steel, roofing, curtain walls/glazing, elevator installations).
- Provide commissioning coordination, including start-up planning, forecasting, cost estimation, organizing start-up teams, testing building system components, conducting performance tests, obtaining O&M materials, and scheduling/supervising O&M training.
- Perform additional construction-related services, such as maintaining marked-up project plans for as-built drawings, conducting routine inspections, identifying non-conforming work, compiling defect lists, monitoring financial data, assisting in relocation efforts, reviewing RFIs, maintaining daily logs, coordinating Owner-supplied equipment, and managing closeout submittals.
Requirements
- Bachelor’s degree in Construction Management, Architecture, or Engineering from an accredited institution.
- Minimum of 5 years of experience in the construction industry, preferably on projects of similar scope. Ten or more years of applicable experience may substitute for the degree requirement.
- Knowledge of construction contract documents, including front-end and technical specifications and drawings.
- Proactive problem-solving skills to minimize claims and delays, ensuring work conforms to applicable codes, regulations, standards, and contract requirements.
- Strong communication, language, and software skills, with proficiency in programs used to monitor, update, and produce work products. Experience with Procore is a plus.
Pay
$80,000 - $125,000 per year plus benefits.
