Construction Manager/Administrator
Location: 3900 Woodland Avenue, Philadelphia, PA 19104
Pay Range: $80 - $100k/yr plus benefits
Client: Veteran Affairs – Electronic Health Record Modernization (EHRM) infrastructure upgrades at the Corporal Michael J. Crescenz Veterans Affairs Medical Center. Project duration: 3 years. Anticipated start date: November/December 2026.
About the role
The Construction Manager/Administrator (CM-CA) will be on-site for the duration of the EHRM Construction Project, providing professional and technical consultative assistance related to operations, renovation, and new construction programs. This includes supporting the Contracting Officer and the Contracting Officer’s Representative in project management, engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of EHRM design and construction projects.
Responsibilities
- Monitor construction for Quality Assurance and prepare, analyze, and identify incongruities and deficiencies in the Contractor’s work relative to construction documents.
- Understand the baseline schedule and assist in determining the value of acceptable work in place.
- Conduct or attend weekly or bi-weekly progress meetings to review project status, schedules, and contractor payment requirements (including preparation of payment forms).
- Assist in issue resolution by maintaining thorough records of occurrences, contracts, and other construction-related matters.
- Perform scheduling, document progress meetings, and coordinate with all interested parties to resolve issues.
- Monitor independent testing agency/laboratory services for project-specific quality control testing and inspections (e.g., soils, concrete, steel, roofing, curtain walls, elevators).
- Maintain marked-up sets of project plans and specifications for future as-built drawings.
- Perform routine inspections, identify non-conforming work, and notify the VA and general contractor of required corrections.
- Compile lists of defects and omissions through site inspections and provide these to the contractor for correction.
- Monitor project financial data and budgetary cost accounting.
- Assist in relocation efforts and administer construction contract change orders (preparing cost estimates, reviewing cost proposals).
- Review submittals, Requests for Information (RFIs), and responses.
- Maintain daily logs of activity and coordinate Owner-supplied equipment.
- Compile operational and maintenance data, and manage closeout submittals.
Requirements
- Minimum of three (3) years of construction field experience performing similar Construction Manager/Administrator tasks.
- Technical degree in Construction Management, Engineering, or a related field preferred (or equivalent experience).
- Completion of a 3-hour OSHA Safety Training Class (within 60 days of Notice to Proceed).
- Working knowledge of construction practices, including Quality Assurance, Safety, Time, Cost, Change, and Information Management.
- Familiarity with site operations of General and Sub-contractors and the process of managing building construction.
- Experience preparing, analyzing, and identifying deficiencies in construction documents relative to contractor work.
- Ability to present three projects of similar scale and difficulty where the candidate held a comparable role.
- Strong communication, language, and software skills, with proficiency in construction industry software for monitoring, updating, and producing work products.
Preferred Qualifications
- Experience as a Construction Manager/Administrator (CMa) managing VA projects.
- Experience as a CMa managing medical projects.
