Construction Manager/Administrator
Location: Cheyenne Veterans Affairs Medical Center (Cheyenne VAMC), 2360 E Pershing Blvd, Cheyenne, WY 82001
Project: Electronic Health Record Modernization (EHRM) infrastructure upgrades. Duration: 2 years. Anticipated start: October/November 2026.
About the role
The Construction Manager/Administrator (CM-CA) will provide on-site professional and technical consultative assistance for EHRM infrastructure upgrades at the Cheyenne VAMC. Responsibilities include supporting the Contracting Officer and Representative in project management, engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of EHRM design and construction projects.
Responsibilities
- Monitor construction for Quality Assurance and ensure compliance with construction documents.
- Prepare, analyze, and identify incongruities and deficiencies in the Contractor’s work relative to construction documents.
- Assist in determining the value of acceptable work in place and understanding the baseline schedule.
- Conduct or attend weekly or bi-weekly project meetings to review and monitor project status, schedules, and contractor payment requirements.
- Assist in issue resolution by maintaining thorough records of occurrences, contracts, and construction-related matters.
- Perform scheduling, document progress meetings, and resolve project issues with all interested parties.
- Monitor independent testing agency/laboratory services for project-specific quality control testing and inspections (e.g., soils, concrete, steel, roofing, curtain walls, elevators).
- Perform additional construction-related services, including:
- Maintaining marked-up project plans and specifications for as-built drawings.
- Performing routine inspections, identifying non-conforming work, and notifying the VA and contractor of required corrections.
- Compiling defect and omission lists from site inspections and providing them to the contractor for correction.
- Monitoring project financial data and budgetary cost accounting.
- Assisting in relocation efforts and administering construction contract change orders (preparing cost estimates, reviewing cost proposals).
- Reviewing submittals, Requests for Information (RFIs), and responses.
- Maintaining daily logs of activity and coordinating owner-supplied equipment.
- Managing operational and maintenance data, closeout submittals, and other services as required by the VA.
Requirements
- Minimum of three (3) years of construction field experience performing similar CM tasks.
- Technical degree in Construction Management, Engineering, or a related field preferred; equivalent experience may substitute.
- Completion of 30-hour OSHA Safety Training Class (within 60 days of Notice to Proceed).
- Working knowledge of construction practices, including Quality Assurance, Safety, Time, Cost, Change, and Information Management.
- Familiarity with general contractor and sub-contractor site operations and construction management processes.
- Experience in preparing, analyzing, and identifying deficiencies in contractor work relative to construction documents.
- Ability to understand baseline schedules and assist in determining the value of acceptable work in place.
- Demonstrated experience on three projects of similar scale and difficulty where the candidate held a comparable position.
- Strong communication, language, and software skills; proficiency in construction industry software for monitoring, updating, and producing work products.
Preferred Qualifications
- Experience as a Construction Manager/Administrator (CMa) managing VA projects.
- Experience as a CMa managing medical projects.
Pay
$80,000 – $105,000 per year plus benefits.
