Pay

Monthly: $6,732.00 – $7,405.00
Annually: $80,784.00 – $88,860.00

Requirements

• Transportation Engineering Specialist 1: Bachelor’s or Master’s Degree in Engineering, Construction Project Management, or Concrete Industry Management.
• Transportation Engineering Specialist 2: Bachelor’s or Master’s Degree in Engineering, Construction Project Management, or Concrete Industry Management and 1 year of demonstrated competency in planning, developing, and/or constructing projects.
• Transportation Engineering Specialist 3:
  • Bachelor’s Degree in Engineering, Construction Project Management, or Concrete Industry Management and 2 years of demonstrated competency in planning, developing, and/or constructing projects; or
  • Master’s Degree in Engineering, Construction Project Management, or Concrete Industry Management and 1 year of demonstrated competency in planning, developing, and/or constructing projects.
• Transportation Engineering Specialist 4:
  • Bachelor’s Degree in Engineering, Construction Project Management, or Concrete Industry Management and 3 years of demonstrated competency in planning, developing, and/or constructing projects; or
  • Master’s Degree in Engineering, Construction Project Management, or Concrete Industry Management and 2 years of demonstrated competency in planning, developing, and/or constructing projects.

Responsibilities

• Serve as a resource for Project Teams and District staff by applying the Project Delivery Network (PDN) throughout the full lifecycle of the project delivery process.
• Minimize risk by identifying and mitigating potential project conflicts and issues before, during, and after construction, ensuring adherence to timelines and budgets.
• Integrate Quality Management into all deliverables, including plans and constructability reviews, risk workshops, field reviews, project troubleshooting, change order development and negotiation, invoice management, and critical path/project scheduling changes.
• Assist with the development and maintenance of specifications, policies, procedures, and manuals to reduce errors, construction delays, and contractor claims.
• Track and enforce contractual requirements of external stakeholders, ensuring Disadvantaged Business Enterprise (DBE) and On-the-Job Training goals are met.
• Ensure compliance with the Davis Bacon Act and certified payroll requirements on all District projects.
• Ensure appropriately trained and certified individuals are present on project sites.
• Assist the Team Lead and Resident Engineer in delivering the District’s work program on time and within budget.
• Prepare, evaluate, and/or process project documents, including plans and constructability reviews, erosion control plans, change order development and negotiation, invoice management, and project closeouts.
• Develop and deliver training to District staff; support the Construction Proficiency Program and ensure staff achieve relevant proficiencies and qualifications.
• Conduct and document progress meetings, utility relocation meetings, and other meetings critical to project completion.
• Provide exceptional customer service by facilitating knowledge sharing with Project Teams, District staff, contractors, suppliers, utilities, and other stakeholders.
• Additional responsibilities for Transportation Engineering Specialist 4:
  • Act as the on-site liaison for the Team Lead and Resident Engineer to streamline the District’s work program delivery.
  • Coordinate with the Construction Division and TDOT Technical Training Director to develop and present training addressing construction programs, risk management, performance metrics, rules, processes, reporting procedures, and emerging technologies.
  • Assist in the development, implementation, and maintenance of State Specifications, Special Provisions, Circular Letters, and applicable standard guidance in coordination with the State Construction Engineer.
  • Participate in constructability reviews within the unit and as assigned for other units within the District.

Qualifications

• Knowledge of engineering principles as they relate to transportation projects.
• Proficiency in the use of computers and applicable programs, applications, and systems.
• Strong technical writing skills.
• Ability to communicate effectively with internal and external stakeholders in a professional and courteous manner.
• Ability to manage time to ensure assignments are completed.
• Ability to use critical thinking to problem solve and make informed decisions.

• Additional qualifications for Engineering Specialist II and III:
  • Ability to work within a project team.

  • Ability to coordinate with the Project Manager and Project Team to proactively identify and resolve complex, multidisciplinary issues that may impact project scope, schedule, and/or budget.
