About the role

Reports to: Resident Engineer. The Construction Community Liaison (CCL) works within a dual-reporting and cross-functional team structure involving project REI consultant staff, in-house DDC personnel, Infrastructure Construction Management (CM), RE/EIC, and OCON.

Responsibilities

  • Coordinate stakeholder engagement with the Outreach Coordinator under the direction of the Resident Engineer.
  • Sign in the attendance log at the field office according to assigned work hours and report specific outreach efforts related to construction activities.
  • Work closely with the REI consultant, General Contractor (GC), and DDC in-house staff daily to mitigate community-driven project-related issues and keep the project moving forward.
  • Follow protocols for advance notifications and meet all expected deliverables.
  • Develop outreach materials, attend meetings, presentations, and trainings, and actively engage in ongoing communication with OCON to ensure protocols and procedures are followed.
  • Analyze potential impacts of the project on schools, businesses, residents, and community organizations (e.g., medical centers, libraries, houses of worship).
  • Conduct door-to-door surveys, meetings with Civics and Community Boards, and other related engagements to collect project data.
  • Send advisories to update the community on schedule or location modifications.
  • Maintain records of minutes for all Community Board (CB), Task Force/Stakeholder, and other meetings attended.
  • Attend meetings after normal business hours as required, which may include travel.

Requirements

  • Preferred professional experience in public relations, politics, journalism, communications, advocacy, or a related field, with an understanding of construction and local city government.
  • Must be detail-oriented, reliable, and demonstrate high-level interpersonal, diplomacy, and organizational skills.
  • Ability to work with diverse communities, address sensitive and complex questions, handle conflict, and manage multiple tasks.
  • Strong communication skills to navigate intergovernmental relations and engage with internal and external stakeholders.
  • Proficiency in Microsoft Word, Publisher, and PowerPoint.
  • Valid Motor Vehicle Driver’s license and ability to travel throughout the five boroughs of NYC.
  • Preferred: 2 or 4-year degree from an accredited college. Minimum: High school degree or equivalent.
  • Two or more years of experience as a CCL for NYCDDC or other local NY agencies.

Physical Requirements

  • Ability to travel regularly to construction sites, community meetings, and stakeholder events.
  • Ability to walk active construction sites over uneven terrain and navigate stairs, ladders, or temporary access points.
  • Ability to stand or walk for extended periods during site visits, inspections, and public meetings.
  • Ability to occasionally lift and carry materials, equipment, or presentation supplies up to 25 lbs.
  • Ability to work outdoors in varying weather conditions during site visits and community events.
  • Ability to wear required personal protective equipment (PPE), including a hard hat, safety vest, safety glasses, and work boots.
  • Ability to operate a computer and standard office equipment for extended periods.
  • Valid driver's license and reliable transportation may be required, depending on project location.
