About the role

The Technical Engineer will assist in the further development of tools and techniques to aid in the efficient deployment of security policy and practice on the Pasco County network and its various heterogeneous systems. This position reports to the Enterprise Technical Manager and is a support position for both the development and operational team.

Responsibilities

• Keeps current with the security community to identify new technologies, issues and vulnerabilities that affect networks and its resources.
• Uses various tools to identify resources in need of redress, alerting appropriate groups and departments in a timely fashion.
• Keeps abreast of technology deployments, and activities in other departments, to ensure security is maintained and enhanced.
• Develops tools or resources in-house where commercial solutions are unavailable, inappropriate or undesirable, such as DB-backend web reports, security information and FAQS for our users, scripts for quickly identifying and isolating compromised equipment.
• Follows established standards and makes suggestions for improvement.
• Develops, implements, and maintains policies and procedures for ensuring the security and integrity of company databases.
• Provides status reports that give detailed descriptions of the current tasks and indicates time devoted to each task.
• Available for on call support.
• Performs related work as required.

Requirements

• Ability to accurately perform detailed tasks.
• Knowledge of Microsoft Windows Platform, including intimate knowledge of security administration.
• Knowledge of security/confidentiality best practices, including evaluation and mitigation of risks.
• Knowledge of network technology, e.g. VPN and SSH tunnels, firewalls, DMZs, NIDS/HIDS/IPS.
• Knowledge of common tools, e.g. lsof, snort, tcpdump, ethereal, dsniff, nmap and nessus.
• Knowledge of commercial tools, e.g. OpNet and Smarts.
• Knowledge of network packet construction, ability to perform forensic analysis on streams captured from tcpdump etc., knowledge of buffer overflow exploits, format string vulnerabilities, and encapsulated malware.
• Ability to create tools and utilities as needed.
• Experience with web programming and administration.
• Knowledge of requirements for multiple users and ability to adjust to changing priorities and multiple projects.

Qualifications

• Education, Training, And Experience:
  • Graduation from an accredited four-year college or university with a Bachelor’s degree in Computer Science, Management Information Systems or related field and four years experience in development and maintenance of software applications; OR
  • Graduation from an accredited two-year college or university with an Associates Degree in Computer Science, Management Information Systems or related field and six years experience in development and maintenance of software applications.
• Supervisory experience required.
• Local/state government experience preferred.

Pay

Effective July 1, 2011, FRS members must contribute 3% of their salary as retirement contributions, on a pre-tax basis (the salary is reduced by the amount of the employee contribution before determining the federal income tax deduction).
