Computer Specialist (SW) TWU Level 1-4 - .Net

MTA IT – 420 Lexington Ave, New York, NY 10170. Standard hours 9:00 am – 5:30 pm (7.5 hrs/day); eligible for two days/week telework after 30 days.

About the role

The Metropolitan Transportation Authority is North America’s largest transportation network, serving 15.3 million people across a 5,000-square-mile area surrounding New York City, Long Island, southeastern New York State, and Connecticut. The MTA network includes the nation’s largest bus fleet and more subway and commuter rail cars than all other U.S. transit systems combined.

This class of positions encompasses highly technical or supervisory responsibilities for the design, implementation, enhancement, maintenance, and analysis of software systems at varying levels of complexity and independence. There are four Assignment Levels (I–IV) within the class, differing by the sophistication of the systems and the degree of supervision required. All personnel perform related work and, when necessary, perform the duties of lower titles and Assignment Levels.

Responsibilities

• Assignment Level I: Under supervision, with considerable latitude for independent action, design, implement, enhance, and maintain Database Management Systems, Operating Systems, Data Communications Systems, Applications, and/or related software. May supervise a unit in these areas or independently perform highly complex technical work. In the temporary absence of the supervisor, may assume those duties.
• Assignment Level II: Under general supervision, with wide latitude for independent initiative, supervise a unit engaged in systems development of great difficulty. Design, implement, enhance, and maintain Database Management Systems, Operating Systems, Data Communications Systems, Applications, and/or related software. Perform complex staff work and full-range computer systems analysis in highly complex development projects, or supervise multiple applications programming units in a multi-programming environment. In the temporary absence of the supervisor, may assume those duties.
• Assignment Level III: Under general supervision, with broad scope for independent initiative, design, implement, enhance, and maintain Database Management Systems, Operating Systems, Data Communications Systems, Applications, and/or related software. Supervise units responsible for systems development and applications programming, directing and checking subordinates’ work, or routinely coordinate and direct data-processing projects implementing complex integrated software in a multi-programming, online, communications environment. In the temporary absence of the supervisor, may assume those duties.
• Assignment Level IV: Under minimum direction, with the broadest scope for independent initiative, hold senior-level technical responsibility for extremely complex, ongoing software functions related to Systems Analysis, Data Administration, Database Management Systems, Operating Systems, Data Communications Systems, Online Applications Programming, contingency planning, evaluation and selection of telecommunications, LANs, hardware/software products, and quality assurance. Serve as in-house expert in these highly specialized areas. Coordinate multiple projects of extraordinary technical complexity in a large multi-mainframe or distributed-processing environment. Direct major undertakings combining numerous hardware and software types. May supervise units engaged in these complex functions. In the temporary absence of the supervisor, may assume those duties.

Requirements

• A baccalaureate degree from an accredited college, including or supplemented by 24 semester credits in computer science or a related field, plus two years of full-time software experience in systems development, applications programming, database administration, systems programming, or data communications, including one year in a project-leader capacity or as a major contributor on a complex project; or
• A four-year high-school diploma or equivalent plus six years of the same full-time software experience described above, including one year in a project-leader capacity or as a major contributor on a complex project; or
• An equivalent combination of education and/or experience. College credits may substitute for up to two years of the six-year experience requirement (60 credits = one year). A master’s degree in computer science or a related field may substitute for one year of the required experience.

All candidates must have at least a four-year high-school diploma or equivalent and at least one year of satisfactory full-time experience in a project-leader capacity or as a major contributor on a complex project.

Special Note: To be eligible for Assignment Level IV, candidates must also have one year of satisfactory experience in a project-leader capacity or as a major contributor on a complex project in data administration, database management systems, operating systems, data communications systems, capacity planning, and/or online applications programming.

• Computer Specialist (SW) 1 TWU: $109,076 – $118,218
• Computer Specialist (SW) 2 TWU: $113,637 – $127,300
• Computer Specialist (SW) 3 TWU: $122,715 – $138,441
• Computer Specialist (SW) 4 TWU: $131,642 – $158,514

Selected candidate will be appointed to MaBSTOA payroll.
