Nwestco has been working in petroleum equipment and fuel systems for 25+ years across the Northwest and Rockies. We’re growing and looking for dependable experienced Compliance Technicians to join our Portland, OR team. Responsibilities
- Carry out testing, inspections, and monitoring of petroleum storage and dispensing systems (USTs, ASTs, piping, sensors, leak detectors).
- Ensure compliance with local, state, and federal regulations, including EPA, state DEQ/DEP, and fire code requirements.
- Perform annual, periodic, and post-repair compliance testing (e.g., line and tank tightness, ATG functionality, overfill protection, spill containment).
- Inspect and verify the function of leak detection, interstitial monitoring, cathodic protection, and vapor recovery systems.
- Prepare and submit detailed compliance reports, test results, and documentation for clients and regulatory agencies.
- Maintain accurate records of inspections, including site-specific compliance logs and permit documents.
- Collaborate with service technicians and contractors to identify and correct non-compliant conditions.
- Within one year be able to perform repairs at time of testing.
- Keep up to date with changing environmental regulations, industry standards, and testing procedures (PEI, API, NFPA, etc.).
- Calibrate and maintain testing equipment, ensuring traceability and reliability of results.
- Participate in safety meetings and follow all company policies related to hazardous materials, confined space, and spill prevention.
Requirements
- Possess valid UST 3 and local licenses. Within 1 year obtain a UST 1 license.
- Experience performing compliance testing or inspections on petroleum storage and dispensing systems.
- Familiarity with EPA UST/AST regulations, SPCC plans, and related environmental compliance programs.
- Worked with or around fuel system components, such as tank monitors (e.g., Veeder-Root), sensors, sumps, and leak detection systems.
- Knowledge of or certification in compliance testing procedures, such as SIR (Statistical Inventory Reconciliation), pressure testing, or cathodic protection evaluation.
- Prior experience preparing regulatory documentation and test reports for internal records or government submission.
- Comfortable using compliance testing equipment, including line testers, pressure gauges, conductivity meters, or LLD test kits.
- Demonstrated attention to detail and ability to identify and resolve compliance deficiencies.
- Strong understanding of safety protocols related to fuel systems, vapor hazards, and confined space entry.
Qualifications
- Education: High school diploma or equivalent.
- Experience: At least 2 years of experience in compliance testing or inspections on petroleum storage and dispensing systems.
- Training: Completion of relevant training courses and certifications (API SafetyFranklin Forecourt SafetyMastery Modules, Vapor Testing & Repair (VT), Vapor Installation (VI), Veeder-Root ATG, other required California vapor testing certifications).

- Positions require travel and overnight stays.

- Ability to pass pre-employment physical with extensive lifting (up to 75 lb), twisting, pulling, kneeling, and squatting.
- Ability to pass pre-employment drug-screening and background check.
- This position is classified as safety-sensitive, it requires the applicant to pass a comprehensive drug test, including screening for marijuana, as a condition of employment.
