Compliance Specialist As Compliance Specialist, you will support certified payroll and labor compliance across Overaa’s construction projects, many of which are public works projects subject to prevailing wage requirements. You will review payroll records, verify wage rates and apprenticeship requirements, prepare required reports, and help ensure Overaa and its subcontractors comply with applicable state, federal, and contractual requirements. You will report to the Corporate Controller and work closely with Project Accountants, Accounts Payable, Payroll, project teams, subcontractors, project owners, and outside compliance monitoring groups. This is a full-time, non-exempt position within the Accounting Department. Duties & Responsibilities Review subcontractor certified payroll records for compliance with prevailing wage rates, fringe benefits, apprenticeship requirements, worker classifications, and reporting deadlines. Audit subcontractor documentation, including fringe benefit statements, training contributions, and apprenticeship records. Prepare and submit Overaa’s certified payroll and related compliance documents to project owners and government agencies. Maintain accurate payroll and compliance records for Overaa’s self-performed work. Prepare apprenticeship, workforce, skilled and trained workforce, and other required compliance reports. Monitor subcontractor compliance and work directly with subcontractors to resolve discrepancies or missing documentation. Support compliance audits and coordinate with project owners, state agencies, and third-party monitoring groups. Partner with Project Accountants, Accounts Payable, Payroll, Project Managers, Project Engineers, and project support staff to resolve compliance issues and prevent payment delays. Track multiple project requirements and communicate outstanding issues and deadlines to internal and external stakeholders. Qualifications Up to three years of experience in certified payroll, labor compliance, payroll, accounting, or construction administration; candidates with transferable experience and an interest in learning labor compliance will also be considered. Familiarity with public works construction, prevailing wage requirements, or certified payroll processes. Proficiency with Microsoft Excel, Word, and Outlook. Strong attention to detail and ability to review records for accuracy. Strong organization and time-management skills, with the ability to manage multiple projects and deadlines. Clear written and verbal communication skills. Ability to work independently, follow through on assignments, and collaborate with internal teams and subcontractors. Preferred Qualifications Two years of recent certified payroll or labor compliance experience in the construction industry. Experience working for a general contractor on multiple public works projects. Knowledge of California Department of Industrial Relations certified payroll requirements, California prevailing wage regulations, and federal Davis-Bacon requirements. Experience with LCPtracker, Elation Systems, or electronic certified payroll reporting systems. Familiarity with apprenticeship ratios, fringe benefits, worker classifications, and skilled and trained workforce reporting. The anticipated salary range for this position is $60,000 to $80,000 per year. This does not include bonus compensation or benefits such as health, disability, life, or retirement benefits that may affect total compensation. The actual offered salary will depend on factors including experience, skills, education, qualifications, and location. This salary range is subject to future modification.
