About the role

The Compliance Officer regulates licensed and certified cannabis licensees. The Division of Cannabis Regulation remains in the building and implementation phase. The successful candidate will be a part of a dynamic, fast-paced environment and will assist the Division with developing and continuously improving the new regulatory program.

Responsibilities

  • Regulates cannabis licensees by reviewing licensee information, conducting in-depth documentation reviews, statewide track and trace system reviews, and physical inspections and investigations.
  • Develops and communicates guidance documents and procedures to assist cannabis licensees in compliance with constitutional and program rules.
  • Schedules and conducts routine physical inspections for new licenses or certifications, annual inspections, and physical changes to a licensee's facility and operations.
  • Prepares, issues, and follows-up with inspection reports and guidance.
  • Recommends, issues, and follows-up with notices of violation and other regulatory compliance tools, including identifying necessary remediation steps that ensures future compliance.
  • Reviews licensee requests and provides recommendations to supervisor.
  • Provides education to licensees on compliance requirements and changes.
  • Responds to inquiries from licensees regarding compliance issues.
  • Conducts in-depth analysis of cannabis product inventory in the statewide track and trace system and at physical locations to ensure compliance with program rules.
  • Conducts assigned investigations, including locating, interviewing, and preparing statements, collecting and evaluating pertinent records, obtaining and preparing evidence, preparing detailed investigative reports, and providing testimony in administrative proceedings.
  • Maintains information in established systems that is required for compliance purposes on a daily basis.
  • Researches and develops solutions and responses to questions based on Article XIV, rules, guidance, training, and other tools and resources provided while ensuring consistency across the Division.

Requirements

  • A Bachelor's degree from an accredited college or university.
  • Two (2) to four (4) years of relevant experience (additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required college education).
  • Reliable transportation to conduct site visits, inspections, and investigations.
  • Regulatory experience is highly preferred.
  • A high level of initiative and problem-solving skills in areas of responsibility.
  • Ability to develop effective solutions and strategies.
  • Ability to mine data systems and use the data for the purposes of compliance and investigative needs.
  • Ability to organize and manage time efficiently.
  • Ability to clearly and effectively communicate verbally and in writing.
  • Ability to adapt to constant program development, change, and improvement.
  • Ability to apply critical thinking skills and find solutions to new situations on a regular basis.
  • Ability to use the Microsoft Office Suite proficiently and quickly learn specialized systems.
  • Ability to maintain a telecommuting work schedule that includes a work environment that is free of distractions after successful completion of training.

Pay

The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.

Schedule

Works with team supervisor to develop, communicate, and implement guidance documents and procedures to assist cannabis licensees in compliance with the constitution and program rules.
