Compliance Manager (Administrator IV)

This is a position-specific recruitment for the Maryland Transportation Authority (MDTA). The MDTA owns, operates, and maintains eight major toll facilities—four bridges, two tunnels, and two turnpikes—across Maryland, providing safe, secure, and convenient transportation for citizens and visitors.

About the role

The Compliance Manager oversees and enforces compliance with Minority Business Enterprise (MBE), Disadvantaged Business Enterprise (DBE), and Veteran-Small Business Enterprise (VSBE) program requirements across assigned contracts. This role ensures contractors meet participation goals, adhere to regulatory requirements, and maintain accurate reporting. The manager serves as a liaison between internal teams, contractors, and regulatory agencies, supporting both field monitoring and administrative compliance functions.

The position directly supervises Compliance Supervisors, Compliance Officers, Compliance Report Officers, and Compliance Associates, ensuring effective contract compliance activities. It also oversees outreach events and major projects. The selected candidate will report to the Deputy Director of Civil Rights and Fair Practices and is based in Baltimore, MD. Hybrid telework schedules may be available.

Responsibilities

• Ensure alignment between pre-award decisions, contract data, and field-monitoring activities.
• Implement and enforce current program laws, policies, and contract requirements for MBE/DBE/VSBE participation.
• Assist and advise on compliance activities for projects, including attending pre-construction meetings, cure meetings, and other compliance-related sessions.
• Track, respond to, and ensure compliance with regulatory requirements for internal and external audits related to contracts with participation goals.
• Conduct initial on-site field visits to establish communication with prime contractors and subcontractors and verify early compliance activities.
• Perform closeout compliance reviews to confirm prime contractors meet all DBE/MBE/VSBE commitments and document deviations.
• Oversee socio-economic program reporting for DBE, MBE, VSBE, and Small Business Reserve (SBR) programs.
• Monitor contractor performance throughout the project lifecycle to ensure adherence to regulatory guidelines.
• Prepare documentation for federal, state, and local compliance reviews, including internal audits.

Requirements

• Graduation from an accredited high school or possession of a high school equivalency certificate.
• Six years of experience in administrative staff or professional work, including:
  • Three years of socioeconomic compliance program management.
  • One year of supervisory experience.
• Valid Maryland motor vehicle operator’s license (required for duties involving motor vehicle operation).

Candidates may substitute education for experience as follows:

• 30 college credit hours for each year (up to four years) of required experience.
• A Bachelor’s degree plus two years of administrative or professional experience.
• A Master’s degree plus one year of administrative or professional experience.
• U.S. Armed Forces military service experience involving staff work related to administration of rules, regulations, or unit operations (year-for-year substitution).
